DAP questions need for Azmin's DEIG

The Selangor menteri besar's move to set up a state investment firm, Darul Ehsan Investment Group (DEIG) Sdn Bhd, is being questioned by not only the opposition, Barisan Nasional (BN), but by ally DAP as well.

DAP's Damansara Utara assemblyman Yeo Bee Yin today expressed worry over the brainchild of Selangor Menteri Besar Mohamed Azmin Ali, as DEIG had free rein to manage the state's RM6.3 billion assets without accountability.

The firm, a new entity incorporated to manage investments under Menteri Besar Incorporated (MBI), is not subjected to any enactment and is not required to table its financial report to the state legislative assembly.

"We are talking about RM6.3 billion state assets under DEIG, a company which is not tied to any enactment, this means they do not have to table its report to the assembly, which worries us.
"We haven't seen, haven't heard and are less confident with its administration and we hope there is a clear explanation on its mechanism and accountability," Yeo told a press conference on the sidelines of the state legislature sitting today.

Azmin had told the house this morning that DEIG's objective was to strengthen state assets and restructure all government-linked companies under MBI.

However, DAP's Kinrara assemblyman Ng Sze Han said there was a need to review DEIG's governance structure as it was only responsible to its board of directors.

Penang wants to build RM100mil art museum

GEORGE TOWN, July 27 — A large tract of land in the city centre where the former Sia Boey market used to be will be developed into a RM100 million Penang Art Museum and Gallery, Penang Chief Minister Lim Guan Eng announced today.

The piece of land, with the Prangin canal running through it, used to house the bustling Sia Boey market since the late 19th century with rows of heritage shophouses along it before the tenants were relocated and the shophouses left vacant.

It was originally slotted for a massive mixed commercial and residential development, as Phase Five of the whole Komtar project, but Lim said the state government decided to change to plans for the site.

“We want to build the country’s first art museum, gallery and heritage enclave in the site to bring art to Penang in a big way,” he said in a press conference at his office.

The project will see the state capitalising on art and heritage as the economic catalyst to drive urban regeneration in the area.

In the proposed project, an iconic building will be built for the Penang Art Museum and Gallery while the old heritage shophouses will be restored to be used as art and heritage spaces.

According to the art museum and gallery consultant, Valentine Willie, there will also be a library on all forms of art.

“There will be an arts and flea market, the old Sia Boey site will be the site for hawkers and there will also be an open park, a unique open green space within George Town,” he said.

DAP MP Tony Pua, who is lending his expertise in the project, said the project will place Penang on the map as a well-known city of art especially with a central site for art and heritage.

“Now, art lovers who come to Penang do not have one single place to go to buy art or they have to book directly with art galleries here so with this centre, they can directly go to the centre to purchase art,” he said.

The project will be similar to the art centres in London, New York and Beijing, he added.

The state government is still in discussions with a group on the project and will announce further details of the whole project soon

Fitch Ratings maintained Malaysia’s credit ranking at the fourth-lowest investment grade after signaling a downgrade earlier this year, saying the country’s finances are improving and growth remains steady.

The outlook on the nation’s A- grade was revised to stable from negative, Fitch said in a statement Tuesday. A new consumption tax and fuel subsidy reforms are supportive of Malaysia’s finances even as federal government debt and explicit guarantees continue to increase, it said.

Concerns Malaysia could be downgraded for the first time since the Asian financial crisis have hurt sentiment in its asset markets with the currency at the weakest in a decade. Fitch had repeatedly warned contingent liabilities such as rising debt at a state investment company were weighing on the rating, contributing to investors souring on the country.

“Malaysia’s rating remains supported by reasonably strong real GDP growth rates and low inflation volatility,” Fitch said. “Fitch views progress on the Goods and Services Tax and fuel subsidy reform as supportive of the fiscal finances. A further narrowing of the deficit is forecast in 2015 despite lower oil prices.”
The Malaysian currency has lost 7.3 percent against the U.S. dollar in the past six months, the worst performer in Asia, data compiled by Bloomberg show. The ringgit is trading close to 3.8 versus the greenback, a level at which it was pegged from 1998 until 2005.

Differing Outlooks
Fitch lowered Malaysia’s outlook to negative in 2013, citing weaker prospects for public finances. Moody’s Investors Service and Standard & Poor’s also rank Malaysia at their fourth-lowest investment grades. Moody’s has a positive outlook, while S&P’s is stable.

Andrew Colquhoun, Fitch’s head of Asia Pacific sovereign ratings, warned in March that there was more than a 50 percent chance of a downgrade. The Southeast Asian nation would “sit more naturally in the BBB range,” he said March 18.

The ratings affirmation gives Prime Minister Najib Razak more time to improve the country’s public finances, which have been weighed down by rising debt at state investment company 1Malaysia Development Bhd. and a decline in oil revenue.

1MDB’s borrowings amounted to 41.9 billion ringgit ($11.1 billion) as of March 2014 in part for the purchase of power plants and land. As the company’s troubled finances threatened Malaysia’s rating, Najib faced calls from former premier Mahathir Mohamad to step down as leader because of the performance of 1MDB, whose advisory board he chairs.

Sovereign Support
“Fitch continues to believe that the Malaysian sovereign is incurring additional contingent liabilities beyond explicit guarantees because of quasi-fiscal operations of state-owned entity 1MDB,” it said. “Fitch thinks there is a high probability that sovereign support for 1MDB would be forthcoming if needed.”
The decline in oil prices over the past year and the prospect of higher U.S. interest rates are also adding to pressure on the ringgit. Malaysia is an exporter of crude and derives about 22 percent of government revenue from energy-related sources.

Najib has trimmed expectations for expansion this year as his government cut expenditure amid lower-than-expected income from oil. The economy is forecast to grow 4.5 percent to 5.5 percent in 2015.

While Southeast Asia’s third-largest economy has run a fiscal deficit since 1998, the gap as a percent of gross domestic product has been narrowing. To boost state coffers, Najib scrapped a decades-old fuel subsidy policy in December and started a 6 percent goods and services tax in April.
The prime minister seeks a balanced budget by 2020 from a deficit target of 3.2 percent this year.

Sebaik sahaja Pengarah Kewangan FELDA Mohd Sharin Mohd Ali menuntut gantirugi RM100 juta, maka sah lah bahawa FELDA tidak memandang ringan pada pembuat fitnah.

Selama ini FELDA yang telah di kenal pasti oleh sebuah parti untuk dijadikan sasaran atas sebab ia di miliki dan di uruskan oleh orang Melayu sentiasa berdiam diri apabila ia di fitnah.

Malah, akibat berita palsu dan fitnah ini, FELDA menerima kesan “tidak di percayai” oleh badan kewangan dalam urusan perniagaan nya.

FELDA kata Mohd Shahrin , terpaksa menganjurkan lawatan kerja ke banyak tempat demi menerangkan hal sebenar kepada peneroka.

In the UK, 13 parties contested the elections and the Conservative Party won 51% of the seats on 37% on the votes. And the Conservative Party government is considered the legitimate government. In Malaysia, Barisan Nasional won 60% of the seats and 47% of the votes and it is not considered a legitimate government.

All the votes for the 650 seats have already been counted and it looks like the Conservative Party will, again, be forming the government with 331 or 51% of the seats.

You need at least 326 seats to form the government so the Conservatives just made it with a margin of five seats — a bit too narrow for comfort and if just six MPs cross over the government will fall or will ‘hang’.

What is interesting, though, is that the Conservatives won only 37% of the popular votes. However, because they won 51% of the seats, the Conservatives still gets to form the government even though they won just 37% of the votes.

Pakatan Rakyat would probably scream that the UK government is an illegitimate government or kerajaan haram. That is because they are forming the government with just 37% of the popular votes.

In 2013, Barisan Nasional, a legally registered entity, won 60% of the seats but with only 47.38% of the votes. PKR won 20.39% of the votes, DAP 15.71% of the votes, and PAS won 14.78% of the votes.

Therefore, just like here in the UK, Barisan Nasional, which won 60% of the seats on 47% of the votes, got to form the government.

But then Pakatan Rakyat called it unconstitutional, an illegal government, kerajaan haram, and so on. However, Malaysia’s system is exactly the same as the UK system — Westminster Parliamentary System.

JAKARTA (Reuters) - Indonesia's central bank, which surprised markets with a rate cut in February, is expected to hold rates steady on Tuesday to aid the rupiah, trading at its lowest level since August 1998.

This year, the rupiah has shed more than 6.3 percent against the dollar, making it emerging Asia's worst performing currency. Early on Monday, it reached 13,243 to the dollar.

Some analysts feel Bank Indonesia (BI) is content to let the rupiah depreciate, which should aid Indonesian exporters. On Monday, Indonesia reported February exports were 16 percent below a year earlier.

On Monday, neoconservative Republicans in the Senate were apparently so eager to go to war with Iran that they broke a federal law known as the Logan Act in the process. The Logan Act has been around since 1799 and has remained mostly unchanged, created to keep rogue members of Congress from undermining foreign relations.

How did Senate Republicans violate the Logan Act? Well they did that by being war mongers. But more specifically, when 47 members of Congress signed onto a letter that was sent to Iranian officials in an attempt to undermine the peace deal with Iran, they clearly violated the act — and also all committed felonies. According to Cornell University, the act reads:

JOHOR BAHRU – Berikutan tidak mampu menanggung bil rawatan sebuah hospital di Singapura yang terlalu tinggi, sebuah keluarga mangsa kemalangan di republik berkenaan meminta bantuan daripada kerajaan negeri untuk dipindahkan ke Hospital Sultanah Aminah (HSA), di sini bagi mendapatkan rawatan lanjut.

Jumlah bil yang ditanggung keluarga Hamidun Yahya, 47 meningkat kepada SGD45,000 (RM120,138.58) hanya 15 hari selepas mangsa dimasukkan ke hospital separa kerajaan di republik itu dan mereka meminta bantuan daripada Adun Bukit Permai, Ali Mazat Salleh untuk perpindahan berkenaan.

Dalam kejadian 13 Februari lepas, Hamidun yang bekerja sebagai pemandu bas di sebuah syarikat pengangkutan negara itu mengalami pendarahan serius di kepala selepas terlibat kemalangan ketika dalam perjalanan ke tempat kerjanya dengan menunggang motosikal.

Adik Hamidun, Hamidah Yahya, 43, berkata, keluarga mereka tidak mampu membayar kos rawatan di hospital itu yang terlalu tinggi dan syarikat tempat kerja abangnya bekerja selama empat bulan itu turut tidak dapat menampung sepenuhnya kos rawatan berkenaan.

“Kita terpaksa meminta bantuan daripada kerajaan kerana syarikat abang bekerja itu hanya bersedia membayar SGD10,000,” katanya kepada media selepas lawatan Pengerusi Jawatan Kesihatan dan Alam Sekitar negeri, Datuk Ayub Rahmat di HSA, di sini, semalam.

Hamidah berkata, keluarganya masih mencari sumbangan termasuk melalui media sosial untuk mengumpul dana bagi menjelaskan bil hospital Hamidun di Singapura.

“Tetapi, kami benar-benar bersyukur kerana kerajaan negeri turut campur tangan dengan membantu kami dan membawa abang berpindah ke HSA dalam masa dua hari.

“Agak sukar untuk kami datang melawat dan menjaganya di hospital negara itu dan kami masih mencari cara untuk menyelesaikan baki bil berkenaan,” katanya.

Sementara itu, Ayub berkata, Hamidun berada dalam keadaan stabil serta ditempatkan di HSA sejak 1 Mac lalu dan pihak HSA masih membuat rawatan susulan termasuk fisioterapi berikutan kecederaan yang dialaminya.

“Keluarga tidak perlu bimbang tentang bil-bil perubatan yang tinggi di sini kerana kita menganggarkan kos rawatannya di HSA tidak akan melebihi RM500.

“Oleh itu, rakyat sepatutnya bersyukur kerana hospital kerajaan di negara kita menyediakan rawatan perubatan yang cekap dan kualiti pada kadar yang berpatutan berbanding di negara lain termasuk Singapura.

“Dianggarkan antara 90 hingga 95 peratus rakyat Malaysia yang menerima subsidi daripada kos keseluruhan perkhidmatan perubatan yang dilakukan di hospital awam.

Justeru, beliau menasihatkan agar mereka yang mempunyai masalah yang sama supaya segera menghubungi pihak Kedutaan Malaysia di Singapura, jabatan kesihatan negeri atau wakil rakyat masing-masing untuk mendapatkan bantuan. – Sinar

6 dead after train hits car outside NY

NEW YORK: At least six people were killed when a busy commuter train crashed into a car on the rails outside New York City during Tuesday evening rush hour, local media reported.

The driver of the car was killed when the train slammed into the vehicle around 6:30 pm (2330 GMT) and five passengers aboard died after flames ripped through a carriage, NBC New York reported.

Metro-North, the train operator, confirmed a Harlem Line train had struck a vehicle but did not immediately announce fatalities.

Authorities scrambled to help hundreds of shell-shocked passengers off the train, which had departed from Grand Central Terminal in Manhattan, the MTA (Metropolitan Transportation Authority) and passengers told NBC.

The collision occurred in Valhalla, just outside New York City, reports said, with several US media outlets reporting a dozen people were hurt.

Pictures posted on Twitter showed a train car ablaze with thick black smoke billowing into the evening sky. Others showed what appeared to be the same carriage, gutted by smoke and fire and with its windows shattered.

Passenger Neil Rader was sitting in the middle-back of the train when he felt a "small jolt," he told NBC.

"It felt not even like a short stop, and then the train just completely stopped," he said.

Frantic passengers had to evacuate by breaking glass on the doors to get out, said Rader. He added that he saw 50 to 60 ambulances at the scene.

"I've never seen anything quite like it," he said.

Justin Kaback, 26, a passenger in the third train car, said he was doing his daily commute home when the train felt like it hit a bump, he told The Wall Street Journal.

KUALA LUMPUR: Ketiadaan Datuk Seri Anwar Ibrahim dalam Pakatan Rakyat akan menjadikan pakatan pembangkang itu lebih kukuh, kata Datuk Mustafa Ali.

Tegas Setiausaha Agung PAS itu, Anwar bukanlah alasan untuk PAS memuntuskan hubungannya dengan Parti Keadilan Rakyat (PKR) dan DAP dalam Pakatan Rakyat.

"Itu (jika Anwar dipenjara) bukan sebab, lagi kukuh Pakatan Rakyat adalah. Sebab kita bertanggungjawab meneruskannya (kerjasama)," katanya pada sidang media di Pejabat Agung PAS di sini, Rabu.

Beliau menjawab soalan wartawan sama ada PAS akan keluar daripada Pakatan Rakyat sekiranya keputusan Mahkamah Persekutuan pada 10 Februari depan memutuskan Anwar dipenjarakan.

Anwar, 68, mencabar keputusan Mahkamah Rayuan yang mensabitkannya bersalah meliwat bekas pembantu peribadi, Mohd Saiful Bukhari Azlan sembilan tahun lalu.

Mengulas lanjut Mustafa berkata, ketiadaan Anwar selaku pemimpin utama PKR bukan menjadi masalah kepada PAS.

"Anwar tak ada...Kak Wan (Datuk Seri Dr Wan Azizah Wan Ismail) ada, (Mohamed) Azmin (Ali) ada. Itu pimpinan mereka (PKR). Kita bekerjasama dengan parti bukan dengan orang.
