Car Number Transfer

OK.. Scenario:

I got a car A, i sold to a guy but havent transfer the ownership to his name yet.
Because i wanna wait till i bought a new car then transfer the number to the new car, then only transfer the car A ownership to the buyer.

But now the guy want me to transfer the ownership to him a.s.a.p.
He said next time when i buy new car only transfer the car number.

So let say now i transfer the ownership to him already. When later next few months or a year or 2 when i bought new car already. Can still transfer the number from my old car to my new car with him having the ownership of the car? And the procedure?

Must have:-

1)Internet connection- preferable wifi (at least EDGE)
2)Excel, Word - must be able to edit, not just view
3)Enough memory
4)Speed is decent enough
5)Touchscreen
6)Not more than 1.8k

Mind to help me suggest which is the most suitable
