How to repair toilet waterproof membrane

Hi,
Wanna ask how to repair the toilet floor waterproof membrane?
My house is apartment so need to repair back because I worry future got water leaking at my downstair neighbors ceiling.
Got small part is spoil when my plumber doing his hacking job.
So I plan to DIY back the floor waterproof with some PYE waterproof product or with waterproof silicon.
