Need help & opinion to upgrade my 2017 PC

hi guys! i really need some opinion from sifus here to help me with my proposed upgrade of my 2017 PC that i've built in 2017.. every since i've built it i didn't really follow up with the latest gadgets / graphics cards / ram etc and now i'm back to see if i can upgrade parts so that my video editing, games can be faster & better..

my current specs:
asus TUF z270 mark 2 motherboard
intel i7-7700K @ 4.2ghz
16gb 2133mhz crucial ram
NVIDIA Geforce GTX 1060 3gb
samsung 970 evo plus 500gb m.2 ssd
monitor: 4k dell ultrasharp UP3216Q

my main purpose:
work
video editing (1080p and up to 4k)
gaming (seldom, but will play on and off.. mostly action rpg, fps shooters)

when i do my video editing now, using adobe premier rush, the videos will lag when i have multiple media in it (music, videos, etc) and this is just up to 1080p.. not even 4k..

my proposed upgrades:
graphics card upgrade to RTX 2080?
ddr4 3200mhz ram?

i don't need to change the cpu or motherboard right?

Anyone heard of this new project Angsana Penang by a boutique developer, Senja Aman Development Sdn Bhd? according to a published article on The Edge, this is a "real" and first ever Banyan Tree resort. It will be fully managed and operated by Banyan Tree with a sale and leaseback programme with very attractive incentives.

It mentioned that it's in teluk bahang, beach frontage. website is www.angsanapenang.com

what i get so far is:-
