ALOR SETAR: Kedah has finalised legal grounds and historical documentation to push for a review of Penang’s annual lease payment, aiming to secure RM300mil annually from the Federal Government, says Mentri Besar Datuk Seri Muhammad Sanusi Md Nor (pic).

Speaking during a live podcast on Kedah Online on Tuesday (July 28), Sanusi stated the state is preparing to take the matter to court, refer it to the Conference of Rulers, or initiate formal negotiations with Putrajaya.

However, he noted that the state is waiting for a "more neutral situation" before acting, fearing the current Federal Government would dismiss the findings outright to defend Penang's status within the federation.

"All the documents are ready, but we cannot reveal everything yet. We have a solid basis to take this matter to the next stage," he said, adding that findings by state researchers and legal advisers had received full approval from the state executive council.

Sanusi emphasised that the payment is a legitimate right, not "free money", under Article 167 of the Federal Constitution, which governs pre-independence obligations.

The annual grant started at RM10,000 before being raised to RM10mil during Tun Dr Mahathir Mohamad’s Pakatan Harapan administration. It has not been reviewed since, despite nearly 70 years passing since Independence.

"Previously, the Mentri Besar and the Prime Minister were from the same party, so perhaps they were afraid of losing their positions if they spoke up," Sanusi said. "I am from a different party, so I can speak on behalf of my state."

Sanusi claimed that research into 200-year-old records reveals the British deceived the Sultan of Kedah and never held legitimate ownership rights over Penang before transferring it.

"The British did not own Penang. How could someone without ownership rights hand it over to another party until it became a state as it is today?" Sanusi questioned. "If it is truly a lease, then pay the proper price."

Sanusi previously raised the RM300mil proposal with former Prime Minister Tan Sri Muhyiddin Yassin during the Perikatan Nasional administration.

KUALA LUMPUR: Motorists with good driving records could soon enjoy an additional insurance premium discount of up to 10% under a new government initiative aimed at rewarding safe and responsible road users.

Transport Minister Anthony Loke said the Cermat Madani initiative would provide an additional rebate of up to 10% on motor insurance premiums for motorists assessed as low-risk drivers through the MyJPJ application.

He said the additional rebate will be on top of the existing no claim discount (NCD) of up to 55%.

"This enables eligible motorists to enjoy as much as 65% on their premiums," he said after launching the initiative here on Tuesday (June 9).

"The artificial intelligence (AI) risk assessment on motorists who score high points may also lower the base premium they pay for their motor insurance.

"This initiative is based on the principle that drivers who comply with the law, maintain good driving records and consistently prioritise safety deserve to be recognised and rewarded accordingly."

He added that recognising and valuing safe driving behaviour could motivate more motorists to obey speed limits, adhere to traffic signals, avoid repeated offences and become more accountable to other road users.

"Road safety is not merely about statistics or numbers. It concerns human lives, the safety of families and the well-being of communities," he said.

The Transport Ministry said it remained committed to making the nation's roads safer while ensuring a fairer insurance premium assessment system that rewards responsible motorists.

JOHOR BARU: A lorry driver has been sentenced to three months’ imprisonment and fined RM100,000 by the Sessions Court here for illegal dumping.

S. Ganesan, 51, pleaded guilty to four charges under the Environmental Quality Act 1974 before Judge Che Wan Zaidi Che Wan Ibrahim on Thursday (Jan 29).

He admitted to driving a trailer lorry to collect and release waste code SW 322 onto a drain without a valid licence and approval from the Environmental Quality director-general.

He was also charged with polluting the land due to his actions.

Waste code SW322 refers to "waste of non-halogenated organic solvents", which falls under the broader category of hazardous waste and requires specific handling and disposal procedures.

Ganesan was accused of committing the offence under a bridge in Jalan Kampung Maju Jaya in Mukim Tebrau on Nov 4, 2023.

The charges were framed under Section 18(1A), Section 24(1), Section 25(1) and Section 34B(1)(a) of the Act.

The court ordered Ganesan to serve a jail term of three months starting from Thursday and pay a fine of RM100,000 in default two months’ imprisonment.

The court also ordered the seized lorry to be forfeited and handed over to the government.

Meanwhile, Johor Environment Department director Dr Mohd Famey Yusoff reminded industry players and the public to adhere to the law when disposing of waste.

“Failure to comply with the Environmental Quality Act 1974 will result in legal action towards the individual offender, company and also company director,” he said.

He urged the public to report pollution activities via the 24-hour toll-free hotline 1-800-88-2727, email to aduan_k@doe.gov.my or through the department’s complaints portal at https://eaduan.doe.gov.my.

DBKL cuts Ramadan bazaar rental to RM400 to ease hawkers’ burden, says Hannah Yeoh

PUTRAJAYA, Jan 23 — The rental rate for this year’s Ramadan bazaar sites under the supervision of the Kuala Lumpur City Hall (DBKL) has been reduced from RM500 to RM400 to ease the burden of hawkers, said Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh.

She said the RM100 reduction is also aimed at preventing any form of unreasonable financial burden.

“The same charges are mandatory for hawker associations to ease the cost for hawkers, especially those doing business at Ramadan bazaars under the supervision of DBKL,” she told a media conference here today.

She said the maximum charge of RM400, including canopy and public liability insurance, is to protect hawkers from the risk of injuries or damage to public property during business operations.

Yeoh also stressed that any practice of subletting, buying and selling sites or taking excessive profit is strictly prohibited, adding that enforcement action will be taken against any violations, including the organisers.

Yeoh said this year’s Ramadan bazaars will be held at nine locations under DBKL’s supervision and 32 sites under hawker associations’ supervision.

To maintain the quality and price of food sold at the Ramadan bazaars, the DBKL, together with the Ministry of Health (MOH) and the Ministry of Domestic Trade and Cost of Living (KPDN), will conduct daily inspections throughout the month of Ramadan.

“I hope that by reducing the rental, traders will also charge reasonable prices for their food. I also want the Ramadan bazaar environment to always be clean,” she said.

Meanwhile, Yeoh said the rental for this year’s Ramadan bazaar site for the Putrajaya area will remain at RM1,000.

Yeoh said the Madani government has carried out a comprehensive upgrading of the Ramadan bazaars in Kuala Lumpur, in line with its commitment to strengthen governance and to protect the welfare of hawkers and public interests.

“This year’s bazaar will be held based on the principles of being organised and transparent, having integrity and being fair through clear management practices, involving local authority regulation, community involvement and prioritising consumer comfort,” she said. — Bernama
