Mouse issue/related to OS?

Haven't troubleshoot further but would like you to know sifu2 opinions before i purchase new set keyboard mouse / reinstall OS.

Every time i start my PC, after it loads n everything. It seems my mouse can click icons on Desktop but can't click popup ie. game login or mod manager(for Rome2) popup/kaspersky popup but if I CTRL+ALT+DEL then cancel, can click liao. Sometimes after browse or watch movie, game mod manager can't click a single thing.

Wonder if related to my China brand keyboard or OS itself, windows 7 by the way.
