Puppy doesn't like to drink water

Hi guys, I just had the puppy for a week+
When she first came, i gave her milk and water (separate bowls). She was too young to eat. She'll always finish up the milk but never touch the water.
Recently I started giving her kibbles soaked with milk. She will finish it up.
Asked vet a few days ago when she went for her first vaccine, vet said to soak her kibbles with water. I did and she will finish it up, but still doesn't drink her bowl of water
However, she pees a lot...
How do I make her drink water?
