Problem wif my DVD burner

hi..i hav a prob wif my dvd burner..it seems to get slow down in reading any dvd i insert into it..eg when i copied some anime in the dvd my pc got really slowed down..like not having enuf ram or something like that..but when the copying is done everything went back to normal..i cant seem to find the source of this prob..btw i`m using e6300, intel dg965ry mobo, 1gb ddr2, and samsung dvd writer..help plis..

my pc broke down about 2 months ago(i miss gamin so much)
i'm planning to buy a new rig early next year..roughly the specs r
core 2 duo e6400
intel 945GNTL
2 gb ddr2 667 ram
winfast 7950gt 512

the prob is about teh hdd..im planning to get 2 HDDs..1 mainly for windows n the other for storage..

wut's the ideal capacity should i get for the windows one?..
