Is there anyone that could guide me on what code should i use for this scenario

I would like to have a notification system that could notify the user when they login based from date, and the user can stop the notification after they did a submission of a document/report.

The question :

a. New Assessment Preparation
Lecturer of each intake has to prepare assessments according to module specification. Each assessment has to be prepared 30 days before the handout date. Types of assessment could be test, assignment, examination or lab assignments.

Lecturers need to prepare the questions and marking scheme together with proposed answers and submit to the system (upload file) within 3 weeks from the date of intake commenced. Otherwise, the lecturer will be automatically notified/ reminded on non-submission of assessment when they login into the system.

Lecturer has to select the member of the staff to be assigned as verifier upon submission of assessment. The internal verifier will be notified to complete the verification when the login to the system.

i suspect that its a PSU couldnt produce enough wattage for the system, my pc maximum uptime is around 1day half.......sometimes after restart complete freeze.....memtest/prime95 can go over 24 hours but after few hours after cooling down it freeze completely......should i get a REAL power PSU to tackle the problem?
