Immigration Blacklist

Hi everyone, I'm not a regular here but decided to try and get some answers here.

Here is where u could check whether are you free to go overseas or not. I just got my visa and planned to go to US with my grandparents but apparently, my 79 year old grandpa has this when i checked for him ( in other words blacklisted ):

Please refer to nearest Immigration office
Status: Valid at day and time this checking performed

And i checked the immigration department website, here is what i get :

People are stopped from leaving the country for various reasons as follows:

• Offences under the Immigration Act,
• Instruction from Insolvency Department, or
• Instruction from Royal Malaysia Police,
• Instruction from Inland Revenue Board

So, i'm kinda confuse. go to immigration office or go to those departments and boards?

Would appreciate any help with this. Thanks in advance.
