5. Selain daripada itu, pihak syarikat juga didapati telah melanggar jenis perniagaan yang dibenarkan iaitu pejabat urusan dan menggunakannya sebagai ruang kelas serta promosi perniagaan yang tidak dikemukan permohonan secara terperinci

6. Sehubungan itu, MBIP telah mengambil tindakan penguatkuasaan seperti berikut:
a) Notis Henti Niaga IP012N260714001 dikeluarkan ke atas premis yang beroperasi tanpa lesen perniagaan yang sah.
b) Notis Lesen Iklan (6103) dikeluarkan di bawah Seksyen 107(2), Akta Kerajaan Tempatan 1976 kerana mempamerkan papan iklan yang tidak mematuhi syarat dan tidak selaras dengan kelulusan yang telah diberikan.

7. Kerajaan Negeri menegaskan bahawa MBIP akan meneruskan siasatan terhadap semua aspek di bawah bidang kuasanya. Sekiranya didapati terdapat pelanggaran undang-undang, syarat lesen atau peraturan yang berkuat kuasa, tindakan penguatkuasaan lanjut akan diambil mengikut peruntukan undang-undang.

Malaysia has called on the international community to accelerate the implementation of the New Urban Agenda (NUA) and transform global commitments into tangible actions to build more inclusive, resilient and sustainable cities ahead of the 2030 deadline.

Minister of Housing and Local Government of Malaysia and President of the United Nations Habitat Assembly, H.E. Mr. Nga Kor Ming, said the Midterm Review of the NUA this year represents a critical opportunity for Member States to move beyond assessing progress and focus on delivering meaningful outcomes for billions of people living in urban areas.

"A midterm review is meaningless if it merely documents our shortfalls. It must be an inflection point. We have only four years left until 2030," he said.

He called on all member states to translate political commitments into concrete action by addressing the global housing crisis, bridging the urban digital divide, strengthening climate resilience and ensuring that no community is left behind in the urban development agenda.

"Let the remainder of this decade be defined not by what we planned, but by what we fully implemented," he said during his opening address at the High-Level Meeting on the Midterm Review of the New Urban Agenda at the United Nations Headquarters, here, today.

As President of the UN-Habitat Assembly, Nga reaffirmed Malaysia's commitment to providing practical, inclusive and scalable leadership in advancing sustainable urbanisation globally under the Madani Economy framework.

He highlighted Malaysia's leadership in championing the Asia-Pacific Urban Action Platform(AP-UAP) together with regional partners, describing it as a key mechanism to localise the Sustainable Development Goals, facilitate cross-border knowledge sharing and strengthen green infrastructure financing throughout the Asia-Pacific region.

“Member states must resolve to invest more climate resilient infrastructure, for instance, Malaysia has achieved more than 500 millions sq ft of green index buildings and more will be built before 2030.” Nga said.

According to him, the region's experience demonstrates that meaningful urban transformation can be achieved through strong political commitment, locally driven solutions and close collaboration among governments, development partners and local stakeholders.

Nga also expressed his appreciation to the President of the 80th Session of the United Nations General Assembly, H.E. Annalena Baerbock, United Nations Secretary-General H.E. António Guterres, Executive Director of UN-Habitat H.E. Anacláudia Rossbach, the UN-Habitat Secretariat, co-facilitators, as well as local and regional governments, civil society organisations and grassroots communities for their contributions in advancing the NUA.

He concluded by urging member states to leave the High-Level Meeting with renewed determination to build cities that are inclusive, equitable and sustainable for present and future generations.

"Let us leave this high-level meeting with more than just a renewed declaration, to build cities that leave no one, and no place, behind," he emphasised.

The High-Level Meeting on the Midterm Review of the New Urban Agenda, themed "Delivering Sustainable Urbanization for All: Accelerating and Scaling Implementation of the New Urban Agenda to 2036 Together," is being held from 16 to 17 July 2026 at the United Nations Headquarters in New York.

The meeting brings together UN Member States, senior UN officials, local and regional government leaders, and civil society representatives to review global progress in implementing the NUA and chart the way forward towards sustainable urban development.

SINGAPORE/KUALA LUMPUR, July 15 (Reuters) - The former chairman and CEO of logistics giant DP World, Sultan Ahmed Bin Sulayem, ‌will take charge of Malaysian firm MMC Port Holdings, with the group chief executive leaving the post with immediate effect, according to a memo seen by Reuters.

The move puts direct control of Malaysia's largest port operator in the hands of Emirati Bin Sulayem, MMC's executive chairman, who resigned from Dubai-based DP World in February after scrutiny over email exchanges with Jeffrey Epstein that were released by the U.S. Justice Department.

Bin Sulayem has not publicly commented on the emails with Epstein, ⁠who died in jail in 2019 while awaiting trial on sex trafficking charges. Bin Sulayem could not immediately be reached by Reuters.

The MMC memo, dated July 12, did not give a reason for the departure of chief executive Azman Shah Mohd Yusof or say when a permanent replacement would be named.

Reuters could not determine when veteran Dubai ports executive Bin Sulayem was appointed executive chairman of MMC Ports. MMC did not immediately respond to a Reuters request for comment on the contents of the memo.

Azman did not immediately respond to call and phone message for comment.

PORTS GIANT IN MALACCA STRAIT

MMC Ports is Malaysia's largest port operating group, with seven ports situated along or near the Strait of Malacca, a narrow sea lane linking the Indian Ocean and the ‌Pacific ⁠that is vital to global trade.

The strait is one of the world's most important shipping chokepoints. The U.S. Energy Information Administration has said the strait is among the world's most important oil transit routes by volume.

MMC Ports had been expected to pursue what could have been Malaysia's biggest IPO in more than a decade, but Reuters reported in October that the company delayed the planned listing.

The July 12 memo, addressed to ⁠MMC Port management and the chief executives of its operating ports, said all matters that would previously have gone to the group CEO should now be sent directly to Bin Sulayem's office.

"Azman has ceased to serve as the Group Chief Executive Officer of MMC Port, effective immediately," ⁠it said.
The interim reporting line is meant to keep leadership, governance and decision-making steady across the group, the memo said.

Bin Sulayem said in the memo he expected operations and strategic projects to continue without disruption and the firm would maintain business momentum ⁠while ensuring continuity and stability across MMC Ports.

DP World, one of the world's largest port and logistics companies, said on February 13 that Bin Sulayem had resigned with immediate effect and named Essa Kazim as chairman and Yuvraj Narayan as group CEO.

KUALA LUMPUR, July 14 — Prime Minister Datuk Seri Anwar Ibrahim today rejected accusations that he had failed to keep his pledge to lower petrol prices, saying Malaysia’s RON95 price remains cheaper than in oil-rich Saudi Arabia.

Anwar was responding during Prime Minister’s Question Time to Hulu Terengganu MP Datuk Rosol Wahid of Perikatan Nasional, who argued that Malaysia should not compare its petrol prices with those of non-oil-producing countries.

Rosol had sought to make the point that petrol prices should be lower in Malaysia because the country produces oil.

“Firstly, you asked why then (as opposition) we asked for petrol to be reduced (RM1.50); and why compare to non-oil producing countries and compare to Sauid and Qatar. Hulu Terengganu I am telling you now the price of petrol in Malaysia is actually cheaper than in Saudi Arabia or even Qatar,” Anwar said.

“This is a fact. You can spin it how you want but the fact remains that our petrol price is cheaper. Yes we asked for petrol price to be reduced then but at the time the price in Saudi was 50 sen (per litre). Now our price is RM1.99 per litre while it’s over RM2.40 in Saudi Arabia,” Anwar added.

IPOH: Housing and Local Government Minister Nga Kor Ming today sidestepped questions regarding his past pledge to resign if Umno secured a landslide victory in the Johor election, saying his priority remains serving the public.

KUALA LUMPUR: Prime Minister Anwar Ibrahim is about to do something very few heads of government have done: send an artificial intelligence version of himself out to meet the public.

The avatar has been built by Malaysian digital infrastructure firm Zetrix AI Bhd and is called PMX AI, a nod to Anwar’s place as the country’s 10th prime minister. It is expected to make its debut within days, according to the Prime Minister’s Office.

PMX AI has been trained on Anwar’s own writings, speeches, and the record of his government’s policies, so that when it speaks, it looks and sounds unmistakably like him. It is an intiative by Anwar’s political party, PKR.

“AI will transform governance and politics,” Zetrix group managing director TS Wong said.

An AI avatar is, at its simplest, a digital stand-in for a real person, capable of holding conversations with users. What sets this one apart is its autonomy. Engineers built it to be agentic, meaning it can take a task, break it into steps, and carry it out largely on its own without a human checking in at every turn.

According to Wong, Zetrix has developed what it calls a “personal knowledge” model – an AI system that is fed continuously with the prime minister’s recent speeches and remarks, which helps to sharpen its responses in real time into something closer to a genuine likeness.

The PMO has produced a launch video to introduce it.

“No leader can be everywhere, at every moment. That is the reality,” the narration begins. “It’s not merely an avatar. It is a digital extension of myself. Ready to listen, assist and serve the people.”

The visuals cast Anwar by turns as an astronaut, a caped superhero, and even a character that resembles Neo from cult movie, The Matrix.

In practice, the ambitions are more government-like.

The avatar is meant to help Malaysians navigate government services: renewing a driver’s licence, say, then sending a payment link and confirming the transaction has gone through before moving to the next step.

PMX AI converses fluently in English and Malay, and understands regional dialects, colloquial expressions and Malay slang.

It is also designed to better guide people toward government training programs and job placements by building a fuller picture of a person’s circumstances through conversation.

Students, similarly, should be able to receive course and career suggestions tailored to their interests and aptitude once PMX AI is up and running.

The project fits the image Anwar is keen to cultivate as Malaysia heads toward national elections that must be held by early 2028: a leader at ease discussing artificial intelligence, digital investment and the country’s push toward higher-value jobs.

He is also keen to burnish his image with younger voters, whose support he will need.

Malaysia would not be the first country to put a leader’s face on an AI system, however.

AI avatars of world leaders are increasingly moving from novelty value to official communication. Ukraine’s president, Volodymyr Zelenskyy, has appeared in AI-generated multilingual messages, while India’s prime minister Narendra Modi has used AI to address audiences in multiple Indian languages.

South Korean president Lee Jae Myung used an AI avatar to extensively represent him during his election campaign, allowing it to answer voters’ questions and deliver campaign messages.

GAZETTED green spaces in Kuala Lumpur can be leased for non-green uses.

Federal Territories Lands and Mines Office (PTGWP) stressed that such approvals were subject to planning controls and land-use conditions set by the authorities.

It said guidelines governing non-green use on gazetted green space land were also subject to the development order (DO) issued by Kuala Lumpur City Hall (DBKL) to allow works on the site.

It added that the duration of use depended on approvals by Federal Territory of Kuala Lumpur Land Executive Committee (JKTWPKL).

“Lease applications for reserved land may be approved for a maximum period of 21 years, while temporary occupation licence (TOL) applications may be approved for up to three years,” PTGWP said in a statement responding to the July 7 StarMetro front-page report “Green puzzle”.

The report followed public concern that some gazetted green/open space sites were being used for commercial purposes like restaurants, vehicle showrooms and carparks.

On the presence of commercial premises on land gazetted as green spaces, it said investigations would first need to be carried out to determine whether the occupation was legal.

It said enforcement action could be taken under Section 425 of the National Land Code (NLC) against commercial premises found to be occupying land unlawfully.

A total of 543 sites have been gazetted for the purpose of open spaces and green areas in the MyHijau database, as of May 7.

It was reported that a special task force was conducting inventory to ensure land use was aligned with each site’s gazetted space.

PTGWP also said there was no legal provision under the NLC requiring public consultation for reserved land lease matters.

However, it said any change in the status of gazetted reserve land would require the cancellation of the reservation under Section 64 of the NLC.

Under subsection 64(2), a notice of any proposal to cancel a reservation must be published in the Gazette together with details of the time and place of an inquiry to be conducted by the state director.

PTGWP said the total number of gazetted green space lots currently being used for other purposes could not be determined immediately and that further discussions with DBKL were required.

It said any application for reserved land lease received by PTGWP must first be reviewed by its officer and DBKL’s City Planning Department.

“Only after these reviews are completed will the application be brought before JKTWPKL for a decision.”

KUALA LUMPUR, July 6 (Reuters) - French company Carester plans to build a rare earths separation plant in Malaysia's Perak state as part of its 10-year joint venture with local miner ‌Malaco Mining Group, its chief executive said on Monday.

CEO Frederic Carencotte said the partnership was also seeking permission from local authorities to carry out rare earths mining via in-situ leaching in plantation areas in several Malaysian states, without identifying the locations.

The projects, first announced in January, would see technology transfers from the French rare earths specialist to Malaco and sharing expertise ⁠to ensure environmental compliance.

"We can deliver technology up to full separation, and with an off-take of some concentrate to fill our plant in France," Carencotte told a press conference in Kuala Lumpur.

Malaysia has been positioning itself as a potential hub for rare earths as Western countries seek to reduce their reliance on China, the world's largest producer of the critical minerals used in the manufacturing of electric vehicles, smartphones and high-tech defence equipment.

It has an estimated 274,144 metric tons of rare earths deposits across nine states, the environment ministry told parliament in January.

It also hosts the largest rare ‌earths ⁠processing plant outside China, operated by Australia's Lynas Rare Earths (LYC.AX), opens new tab.

Carencotte declined to provide details on the projected costs or timeline of the mining and separation projects with Malaco, as they were still in early stages.

The planned separation plant would be able to process about 13,000 tons of rare earths annually, he said.

The companies were ⁠also developing clean in-situ leaching methods — where chemical agents are injected into the soil to dissolve and pump out the target minerals — to prevent underground water pollution and landslides, Carencotte said.
Malaysia's efforts to build a domestic ⁠rare earths supply chain have faced public resistance due to concerns over the environmental impact of mining them, as well as the handling of radioactive byproducts from processing such elements.

Carencotte said ⁠the projects aimed to extract actinium, a rare earth element used in manufacturing medical products, that emitted minuscule levels of radiation.

They would produce both light and heavy rare earths, including neodymium and praseodymium, dysprosium and terbium.
