Asking on behalf of a friend.

The cheapest financing in Malaysia is currently the housing loan. Any consultant has any offer of loan with less than 4% flat rate p.a.? The friend already has housing loan, personal loan and need study loan now because short of cash. Study loan is at least RM500k

Hence thinking of refinancing the property to raise the cash, at least the financing is cheaper. I have searched through personal loan thread in this section and cant find any attractive offer, hence looking for suggestion. I already suggest not to go for the study for now but friend insisted so pls just contribute constructive feedback and not attacking people's lifestyle ok? I also the first time i heard it so looking for help.

Friend is not a government servant but own business with less than 2 years establishment, hence might not be eligible for certain banks with attractive rate.
