2 months ago, my dad received a call from TM and they're doing a promotion about their webe plan. Unlimited data, calls and SMS. Therefore my dad registered 2 lines. We received the sim cards 1 week later. The sims were leave untouched.
Next month, we decided to completely switch to webe plan, despite RM79 for one month and second line for RM69. So, we cancelled the first 2 lines that my dad requested. To change service provider, it need to port out from Celcom. The process require RM106 for each one, we got to paid RM212. Some days later, they send a message talking about it was unable to port out because the numbers still under contract(?). Okay.
This month, my dad received a message about webe monthly bills. Why does it charge money for the lines that we asked to cancel. For the bill detail, it charged for RM230+ include tax. Just now I chat to their service care:

Hi, last month I asked to cancel 2 lines but now its charging for the first bill, the sim card were not even activated why is it charging?

Hi. I apologize. I am unable to assist you at the moment. We are facing an issue regarding
the system.

What is going on?

Why the 2 lines were not cancelled
