Which internet is suitable for heavy-user in Arau?

(you can reply using Malay but English is preferred as I want to practise English as my third language)

The title is actually "Which internet provider is suitable for heavy-user in Arau, Perlis? "

I download at least 250MB a day, and sometimes even download 5GB a day in my house at Sungai Lalang, Sungai Petani, Kedah... I download via Streamyx 1Mbps (upgraded from Streamyx 512kbps two years ago) and it usually took 1 hour (for 250MB file) up to 13 hours (for 5GB file)
I've also upload few times via Streamyx 1Mbps but it's extremely slowww...

I also sometimes buy mobile internet plan on my Maxis prepaid at home, usually when I want to download faster (via hotspot) as I can achieve full device internet speed (7Mbps) - Samsung Galaxy Y maximum speed
I tried to upload few times, some are failed because 'port not opened' and others are slow...

Now I'm continuing study at UiTM Perlis situated in Arau, and I need to ask for suggestions for data-only connection as my Maxis is extremely slow at here even with mobile package, only can get around 0.3Mbps, really different from my house area...

Basically I want to know which provider is offering good coverage and best plan , and I can download for at least 2Mbps speed, 1Mbps upload?? and I will subscribe a different SIM (I don't want change my Maxis to other because of its call/sms are ok, only want to buy another SIM only for data)

I'm posting in this forum via my roommate's internet (DiGi 3G) and it loads much faster than my Maxis 3G... but it gonna be very painful if I use roommate's connection to download heavy stuffs because roommate usually only buy 200MB data package...

Use Maxis 3G at home:

Use Maxis 3G in university:

I hope anyone can give good suggestions... I'll be at here for 3 years taking Diploma in Computer Science and internet is the only way I can follow non-Malay updates, major times spent in downloading Japanese, and some times spent in downloading Chinese, not interested in Malay and English media except Wikipedia... I also need to watch HD stream once a week!

(and yes, UiTM Perlis did have wifi, but library/computer lab connection blocks youtube and other websites I need to access, whereas residential college wifi which don't block any website only limits 20 users at one time at this 100+ people residing in this building)

Streamyx upload slow - is it normal?

Broadband provider
ISP/package: Streamyx 1Mbps package
Location: Sungai Lalang (north from Sungai Petani)
Have you called your ISP's helpline?: no

Personal equipment
Modem: Innacom W3400V (TM give it)
Router: Four-port ADSL2+ Wireless Router
Firewall used: default Windows 7 firewall

Problem details
First occurence of problem: First
Problem frequency: First
Problem description: Look below

I'm previously using 512kbps streamyx but then upgraded to 1Mbps because I don't want to wait 5 hours to finish download average-300Mb files..

now I can download fast enough, at around 300kbps on peak hour and 500kbps at midnight (even though I'm using 1Mbps plan )

but now I realize that the upload speed is too slow!
I'm uploading 1.25GB file to mediafire (verified account) but it needs 14 hours (total) to finish! It should be only 6 hours right? as my plan is 1Mbps?

or is this actually normal? if normal, I need to upgrade to Unifi to get better UPLOAD speed??

previously uploaded some 50MB~100MB videos into facebook and it took 2~3 hours each time.. but that maybe because fb's server slow, but this time mediafire won't slow as I'm verified account!

note: I'm 17 years old
