Is my Kelisa engine dying soon?

Few things I experience lately,

1. Shaking speedometer needle, rpm needle not shaking
2. Fail starter, but works after knocking it with hammer and I didn't bother to replace it
3. Oil on spark plug thread, not the tip

May I know is this still repairable? Will the repair cost so much that I'd rather scrap the car?

Edit, the engine compartment is unreasonably hot compare to normal car, I have bad but still usable engine mounting

Neighbour's lorry

So /k here is my story,

Neighbor park his 1 ton lorry in front of his house.

The lorry is blocking my view when I reverse my car.

I nearly hit motorcycles and bicycle a few times and once the motor's tyre actually hit the back of my car.

I know it is not legal to park in front of our house and I have reported to majlis bandaraya regarding to the problem but when their staff came, the lorry was not there so they just leave and the lorry is still parking there now.

So my question is:

Is it legal for a commercial lorry to park at residential area?

What else I can do besides reporting to Majlis Bandaraya?

If there is nothing else I can do, can I just honk like nobody business everytime I reverse my car? What if somebody complain about me and I got summon? Can I get rid of it by saying that I just want to get the incoming car attention that I would like to reverse my car because the lorry is blocking my view?
