I've got some funds to 'rejuvenate' my parents PC at home. It's currently based on the aging Core 2 Duo E8400 from May 2009.

The current spec (bought May 2009) :

Proc - E8400
Mobo - Gigabyte G31M-ES2L
Ram - 2 sticks x 2GB Corsair XMS DDR2 (total of 4GB)
GPU - Galaxy GeForce 8600GT

HDD - WD Blue 1TB
SSD - Kingston 120GB
PSU - Xigmatek Tauro 500W
Case - CM Elite 430 - Will reuse back all of this component since they're still a recent addition to this existing setup (from 2014 something)

This PC will be mainly used for web browsing, office, paying bills, youtube, spotify, basic photo editing etc. No gaming will be involved since my lil bro who stayed at home prefer to gaming on my PS4 instead of PC. I also rarely use this PC because I prefer to use my own laptop, ipad, phone and smart tv to do my work and watching youtube, iflix, netflix etc. Some more, we're just using the basic streamyx 8mbps broadband at home since no unifi here (hulu place).

With my budget, I'm in torn between AMD or Intel kind of setup:

AMD Ryzen

Proc - Ryzen 3 3200G / Ryzen 5 3400G (Willing to stretch my budget to 3400G if recommended by you guys here)
Mobo - Asrock B450M Pro4
RAM - Avexir 8GB DDR4 3200MHz (two sticks so it'll be 16GB of RAM)

Intel

Proc - Pentium G5400
Mobo - Gigabyte H310M S2
RAM - Apacer Panther DDR4-2666 8GB (two sticks so it'll be 16GB of RAM)

My choice of processor will be the one with integrated graphics since it just a basic home PC. Sadly, from Intel and AMD, only these two kind of processor are the one that have it. At first I though to choose Core i3 9100 but it didn't come with integrated graphics and buying the discrete AGP will be a total waste since I wouldn't stretch the full potential of it because no gaming involved. Why I want to put so much ram (16GB) for this upgrade setup, simply because DDR4 prices seems kinda affordable now and perhaps it'll be future proof the PC so I wouldn't need to bother to upgrade the ram in the future.

Hopefully someone can recommend me which setup to take based on my usage, whether Intel or AMD.

I'm working in the public library and the average daily user that come to our library are around 100+ in the weekdays and around 300+ in the weekends. We're provided with Streamyx 8Mbps connection that come with stock lousy router from TM. Since we got no funds to buy a new router that can manage the 50+ user in wifi and wired connection to the five staffs computer as well to the photocopy machine in the library at one time, I need to bring my own router and cheapo switch that obviously catered for home usage only. The problem is, this setup will make our connection 'hang' and unstable especially in the weekends where there are many user in the library. Frequently I need to restart the modem and router to bring back the internet connection and usually it will only lasts around 30 minutes something and suddenly the connection drops again and again

Finally, we've got some funds to buy a new router. I'm thinking to grab the Mikrotik Routerboard Hex RB750GR3 , since this router doesn't come with wifi, I want to connect my old Tplink wireless router that has been set to act as an access point only. Is that Mikrotik router are able to stand more than 50+ users online at the same time or any brand of router that I should buy instead? I'm hoping that after change to mikrotik, the connection will rarely drop again and I don't need to frequently restart the router again and again. Not to mention, will it able to prioritize the bandwidth properly so let's say one user are opening the youtube, thus our connection will be slow like hell due to bad traffic management from the 'home' Tplink router?
