Tingling numb fingers

Had this pinched nerve problem over my injured shoulder blades and ever now and then have this tingling feel numbness over my hand, especially the little finger. Has anyone experienced this? Tried deep heat over my shoulders but slow recovery effect. Anyone tried any form of exercise?

Dibs only as per S&P - 48 mths?

Dibs is often for the entire duration of a project or is it capped at 48 mths in accordance to the S&P?
Developer offered Dibs but project was delayed. Now past 48 mths, developer say it is not responsible for the interests to be paid to bank.
Can anyone advise?
Btw, there is no Dibs agreement at all. It just stated that it offer Dibs only on a piece of paper only.
