regarding summon & resposiblity

Situation: Today my friend went to work and she park her car in front of the office as usual. Suddenly her car knock by a lorry with the careless of the lorry driver. and then she was report to the traffic police station but the police told her is her fault parking at the illegal car park.
enviroment situation: without any yellow or white line on the road, that's small factory area, many of car park together along the road.
Question: If let's say that's my friend get the summon bcoz of she parking at the illegal car, but the lorry driver should or should not pay back for my friend for his careless driving?
if let's say the lorry need not to tanggung the fault, is it in future we langgar any car beside park on the illegal place we also no need to pay back for their lost?
