BUKIT MERTAJAM: The Penang government today announced that it will impose a minimum fee of RM4 per animal on those owning livestock such as pigs, goats, sheep, and deer from April 1. The fees apply when an animal is transported out of the district or state.

Dog and cat breeders, however, will have to pay between RM20 and RM50 per animal. Dog and cat owners seeking a health certificate from the Veterinary Department will also have to pay the fee.

The price of cement rose twice in four months, from RM 230 per metric ton to RM 260 to 280 per metric ton which may lead to rising house prices.

Zheng Shijin, president of the Chinese Association of Chinese Construction Merchants in Johor, disclosed that the price of domestic cement has been increasing continuously in the past year. From RM260 to RM280 per metric ton.

guys i'm planning to scan some old books and convert them into digital document (pdf/word)

i'm trying to decide which method is the best in terms of practicality and cost.

1. Shud i buy a scanner and convert them into digital document myself? cost would be scanner and software (ocr) maybe? but potentially take a lot of time as I'm doing it myself?
2. Or just go for scanning services? will the cost would be too much for few books with 200-300 pages?

or is there any other alternatives?

PETALING JAYA: Pakar ekonomi menyifatkan Bajet 2017 yang dibentangkan Barisan Nasional dan Belanjawan Alternatif Pakatan Harapan sebagai “bajet politik”.

Prof Hoo Ke Ping berkata, Bajet 2017 yang diumumkan Perdana Menteri, Datuk Seri Najib Razak Jumaat lalu ternyata bertujuan memastikan kemenangan BN pada pilihan raya umum akan datang.
Katanya, pelbagai gula-gula diberikan kepada rakyat, khasnya penduduk luar bandar.

Beliau berkata, adalah jelas kerajaan merasakan lebih masuk akal untuk mengukuhkan sokongan pengundi Melayu daripada cuba memenangi hati orang Cina dan bukan Melayu yang sebahagian besarnya menolak BN.
Hoo berkata, Bajet 2017 memperuntukkan banyak dana untuk kawasan Parlimen yang mempunyai ramai peneroka Felda, Felcra, Risda dan pekebun kecil kelapa sawit.
“Gabungan kawasan-kawasan ini mempunyai sekurang-kurangnya 60 kerusi Parlimen,” katanya sambil menambah belanjawan turut menjaga kawasan luar bandar yang dikuasai PAS, menunjukkan kemungkinan BN bekerjasama dengan PAS.

Hoo berkata, Belanjawan Alternatif 2017 yang ditawarkan Pakatan Harapan pula terlalu memfokuskan tema “anti-Najib” dan mempunyai terlalu banyak cadangan populis yang tidak masuk akal.
“Pakatan Harapan memilih untuk menghapuskan Cukai Barangan dan Perkhidmatan (GST) serta kembali kepada Cukai Jualan dan Perkhidmatan.

“Tetapi, GST adalah bentuk percukaian paling progresif dan diterima pakai 168 negara. Adakah pemimpin Pakatan Harapan fikir mereka lebih bijak daripada pemimpin 168 negara?” soalnya.
Beliau berkata, sistem cukai jualan tidak cekap dan akan mewujudkan ekonomi bawah tanah, kerana syarikat tidak bertanggungjawab akan cuba memintasnya.

Man high on morphine slayed mother

Man charged in Teluk Intan hospital with slashing paralysed mother

TELUK INTAN: A plantation worker who slashed his paralysed mother to death was charged at the Teluk Intan hospital Tuesday.

No plea was recorded from the accused Chan Chee Keong, 55, who was warded at the hospital’s Ward 2C since Oct 5.

He merely nodded from the hospital bed, where his hands were tied with a string, after an interpreter read out the charge before magistrate Ahmad Asyraf Mohamed Kamal.

Reporters were not allowed to enter the ward, and the hospital’s security guards were rude to the media present.

The accused who was not represented was charged under Section 302 of the Penal Code.

According to the charge sheet, Chan on Sept 27 at about 6.45pm at No B-23, Kg Baru Cina, Air Kuning, near Tapah had murdered his mother Low Kew@ Low Lin Kiew, 74.

DPP Mohamad Suffian Jaafar and Fatin Farahiyah Nadzri prosecuted.

Mohamad Suffian told reporters outside the ward if the accused was fit to attend court, then the proceedings would be carried out at the Tapah Court, otherwise they would need to come to the hospital again.

It was reported on Sept 28 that Chan, believed to be high on morphine, had slashed his mother when he got upset that she did not believe he would kill her.

He had slashed his mother on her face and neck at their home, and the woman was pronounced dead by a medical team which rushed to the scene.

LGE lose lawsuit of racist remark

Penang Chief Minister Lim Guan Eng will file an appeal after losing a defamation case against opposition leader Datuk Jahara Hamid, whom he labelled “a racist grandmother” two years ago.

His lawyers, led by Datuk N. Mureli, have strongly recommended that he file an appeal with the Court of Appeals.

"I will follow my lawyers' recommendation," he told reporters in Juru during an event this morning.

The Star Online today reported that judicial commissioner Datuk Nordin Hassan ordered Lim to pay RM500,000 in damages with 5% interest per annum and RM40,000 in legal cost.

KUALA LUMPUR: A 42-year-old Bangladeshi who had been staying in Malaysia for 10 years, has interest in a company worth RM500,000 and drives a brand new Toyota Camry was among 21 vegetable farmers detained by the Malaysian Anti-Corruption Commission (MACC) in Cameron Highlands recently.

According to MACC deputy chief commissioner Datuk Seri Mohd Shukri Abdull the 21 farmers were detained during an operation by the MACC and National Security Council named "Ops Sejuk" which was conducted over two days.

"The farmers were detained after they tried to bribe enforcement officers. We had earlier monitored their illegal farming activities before approaching them.

"Among the offences committed were overstaying, offering protection to illegals and storing unscheduled poisons," he said, adding the operation was conducted from June 30.

The suspects were detained from farms in Ringlet, Tanah Rata, Tringkap, Brinchang, Kampung Raja, Kuala Teriah and Kampar.

They were all aged between 20 and 68 years old and were later released on RM5,000 bail with a guarantor. They face charges under Section 17 of the MACC Act 2009 for attempting to bribe the enforcement officers.

"The farmers have been conducting their illegal activities over a 41 ha plot and had earlier paid bribes up to RM30,000," said Mohd Shukri.

Anwar tak puas hati now file qazaf suit

PKR President Datuk Seri Dr Wan Azizah Wan Ismail today filed a qazaf (false accusation) suit‎ against Umno lawyer Tan Sri Muhammad Shafee Abdullah over Anwar sodomy claims.

The suit is over Shafee's statements made in a public dialogue in Kelana Jaya on February 17 that Datuk Seri Anwar Ibrahim had sodomised Mohd Saiful Bukhari Azlan.

He had not backed up his claims by producing four witnesses as required under Islamic law, ‎making him liable to qazaf, said Dr Wan Azizah.

"This report is made to uphold justice and Anwar's right, after he was made a victim of an evil intention to destroy his honour and character,"‎ she told reporters after lodging the report at the Selangor Islamic Department (Jais) in Shah Alam.

BANGKOK/RIYADH: Thai police have arrested a former official of PetroSaudi International Ltd, and charged him with attempting to blackmail and extort the company, Thai media and the company said yesterday. Thai police chief Gen. Somyot Pumpunmuang told a news conference in Bangkok that the Crime Suppression Division police had detained Xavier Andre Justo, a Swiss national, following the issuance of an arrest warrant by the Southern Bangkok Criminal Court.

Police have also searched his residence, seizing a computer and other equipment which they believe may have been used as part of the alleged offence. Police said Justo, who had fled to Thailand, was previously an executive at PetroSaudi. The Saudi-based international company, which invests in the oil and gas industry, is best known in Malaysia for its former dealings with strategic investment fund 1Malaysia Development Bhd (1MDB). A former official of PetroSaudi International Ltd was arrested by Thai police and charged with attempting to blackmail and extort the company.

Two years after he was dismissed from the company, Justo allegedly attempted to blackmail and extort PetroSaudi for as much as 2.5 million Swiss Francs (approximately RM10 million). Justo had allegedly threatened to release confidential business information, purportedly stolen from the company, if his demands were not met. In a statement issued in Riyadh, PetroSaudi said it welcomed the arrest of Justo and that it would fully cooperate with the Thai authorities. It also said it was considering further legal action in other jurisdictions. In addition to the ongoing case in Thailand, PetroSaudi is believed to be preparing to file a claim against Justo with the London police in respect of blackmail and computer misuse offences, and is commencing proceedings in Switzerland for numerous breaches of contract. “We are relieved that Mr Justo will now face justice through the courts. We have been the victims of a regrettable crime that has unfortunately been politicised in Malaysia,” a PetroSaudi spokesperson said. “We are happy to finally set thee record straight and we apologise to the Malaysian people for the harm that one of our unscrupulous ex-employees has caused to them,” he said.

Following the attempted blackmail, various emails and documents appeared on a politically-motivated blog Sarawak Report, sparking a wave of allegations against 1MDB. It has now been learnt that some of the emails and documents published on the blog were found to be tampered with, bringing into question the veracity of these allegations. An international cyber-security firm, Protection Group International (PGI), was subsequently hired to conduct an in-depth investigation into the source of the data published on the Internet, as well as verify its authenticity. These investigations revealed clear evidence of the systematic theft of confidential company data by Justo prior to his departure from PetroSaudi. Furthermore, the analysis also showed that the data was tampered with after it was stolen from PetroSaudi.

KUALA LUMPUR, June 12 (Reuters) - Hong Kong-based GMT Research has issued a report questioning airline AirAsia Bhd's accounting practices, accusing it of using transactions with associate companies to boost its earnings, according to a copy obtained by Reuters.

The report was issued on June 10 to GMT's subscribers and since then shares in the low-cost carrier have lost 14 percent or 812 million ringgit ($215 million) in market value.

"We are in discussions with the company about our concerns," GMT's founder Gillem Tulloch said in a statement on the research house's website.

An official for AirAsia did not immediately respond to a Reuters request for comment.

Maybank analyst Mohshin Aziz said in a note to clients on Friday that while the airline's shares had been hit by an independent report accusing it of accounting anomalies, he was maintaining his "buy" call on the stock.

"We believe AirAsia's accounts are transparent," Mohshin said in the note. "The auditors have approved the latest 2014 accounts without any qualification."

A spokeswoman for PwC, the company's auditor, declined to comment, citing client confidentiality.

AirAsia's stock fell as low as 1.73 ringgit on Friday, a five-year low. By contrast, Maybank has a price target of 2.45 ringgit on the stock.

Shares in AirAsia X, the long-haul arm of AirAsia, have also fallen, declining 8 percent since June 9.

Nigeria, currently Africa's most populous country, is poised for one of the world's most rapid population booms ever. In just 100 years, maybe two or three generations, the population is expected to increase by a mind-boggling factor of eight.

The country is already troubled by corruption, poverty and religious conflict. It's difficult to imagine how a government that can barely serve its population right now will respond when the demand on resources, social services, schools and roads increases by a factor of eight. Still, if they pull it off – the country's vast oil reserves could certainly help – the rapidly growing workforce could theoretically deliver an African miracle akin to, say, China's.

PHSB dismissed 30 staff with 24 hour notice

SHAH ALAM (Feb 5, 2014): Nearly 30 employees of Perbadanan Kemajuan Negeri Selangor (PKNS) Holdings Sdn Bhd (PHSB) were dismissed by the management company with 24 hours notice effective yesterday.

It is understood that all the 30 employees of PHSB, which is a subsidiary of PKNS, received their dismissal letters during a meeting with the management yesterday morning after coming to work as usual.
