Accident, need some advise

Long story here, need some advice.

2 days ago, my dad got into an accident. My dad was sitting on his motor and ready to take off, and all of a sudden a guy driving a car just clashed behind my dad's motor then my dad got knocked out from his motor, hit a lorry that parked beside him, and passed out after that.

Happened in a residential area with shop lots. Everyone in a nearby restaurant witnessed that this driver drove without his eyes and clashed into my dad’s motor. Then, he was sent to the hospital, and the doctor said that he has a minor rib fracture.

Here's the story, we went to the Police station, lodged a report and met the Seargent. The sergeant wouldn't let my dad explain the situation clearly and just said that it's my dad’s fault, and my dad got fined for RM300.

The reason given by the sergeant was simply saying this driver just departed from his house, not more than 300 meters, and he just hit your "tepi belakang" according to your statement, so according to the law, he is not in fault.

My question is, why my dad need to pay for RM300 saman? What did he do wrong? Some stupid asshole drove without his eyes and clashed into my dad, and this driver can just walk away happily.

Please advise

as title.
i got 5 credits for my SPM result, but i get a D for my maths,
i was looking for a IT college around KL and Selangor area that no maths C requirement one,
or is it impossible to have IT course when u have no credit in maths?
