Window went above my dekstop

I dont know y, but one of my window went above my desktop. It has dissappeared from my screen. To be specific, its actually my sub-window in 3dsmax. This window does not appear in the taskbar. How can i bring it back down?

File types problem

There seems to be a problem with my file types as shown in the picture.The Open command is not working.Whenever i try to open any folder, nothing happened.So i need to know how can i fix this? I think creating a new open command will solve the problem.But i'm not sure how.

My connection is quite slow right now..but can still surf the web and download files.The only problem is i cant upload files.Not even pictures.

whats the problem actually ? how can i fix this ?
