Looking for partner app developer(iOS/Android)

We're a bunch of 1994's(4 of us), have a game idea, have a graphic designer.
As mentioned, we're looking for a partner developer. I know it sounds silly, but we can't afford to hire one, so we plan to partner one (or two or a few).
Decided to make a simple, beta version first. While making the app, will launch a crowdfunding campaign on Indiegogo.com to raise money.
Of course, it'll be a very unique whack-a-mole game that you've never seen. (Browsed Google Play and App Store before )

How much to hire a mobile game app developer?

Let's assume I have my own graphic designer,
approx. how much will it cost to hire a freshly-graduated Malaysian mobile game app developer to make a 2D game like Whack-A-Mole?? I prefer to pay 1-shot for the whole project instead of paying by hourly rate.
Price range for both iOS and Android apps please.

I have an app concept, and I'm wondering if this app is acceptable/practical, comment freely please, thanks!
Welcoming anybody to join me, coz currently I don't even have a team. I'm going to need lots of support from investors, app developers, UI designers etc.
Or, at least we can form a team and crowdfund to gain funds. I NEED A TEAM!
The app's name is Food Hunter.

Here're the features:
• Discover nearby restaurants' promotions and events.
• Search for certain food/restaurant with keywords (burger/vegetarian/Japanese cuisine etc), result sorted to overall ratings/distance/no. of patrons visited etc
• Snap and share photos on your Social Network (Weibo, Facebook, Twitter etc)
• Browse through a restaurant’s profile for details like menu, pricing, location, overall ratings, total reviews, number of patrons, brief intro and so on.
• Activities(check-in, rate and review etc) will be posted on Social Network, profile of restaurant will be attached. Somebody visits the link, both of you earn FH points.
• Check-in a restaurant for FH points, where it is exchangeable with restaurant e-coupons and gifts.
• Keep an eye on newsfeed for friends’ recent FH activities.
• Refer to Billboard for food and restaurants with top overall ratings, reviews and likes(results can be sorted according to: nearby, state or country)
• Customize profile for your restaurant.
• Update promotions/events, and your patrons(those whom check-in your restaurant before) will be notified.
• Shout-Out-Loud feature, instant announcement to nearby users.
• In-app games to win FH points.
• Chat room, where users can chat with other patrons currently checked in the same restaurant.
• Forum, a heaven for food lovers. Post anything you want about food. Earn FH points by posting or commenting. 2 mode of forum available: global and country
• Finder, using Augmented Reality feature, find your friends/restaurants/promotions nearby with your phone/tablet/phablet camera

Hi, guys. =D
I have a business idea, and it's a mobile social food app concept. I'd like to realize it. =)
1) Contacted a local app developer firm before, will cost at least RM88k in total(developing + backending + beta testing + blablabla). If I were to loan from a bank, which category does this falls to? SME or regular business? Sent email to bank, failed to answer my question... Haiz...
2) Do I really need CGC(guarantor)/property in order to apply a loan? I'm just a 19 years old student with nothing... T^T
3) Anybody interested in this concept? Perhaps I'll post my brief business plan here. =D
