this hotel combo package shown below comes with 2 Genting SkyWorld theme park tickets. is this ticket for Malaysians only? or also applicable to non-Malaysians?

normal theme park ticket price for:
Malaysian = RM 65
non-Malaysian = RM 198

room only = RM 204

if room + 2 non-Malaysian tickets (bought separately) = 204 + 198 + 198 = 600
the combo package shown above = 379
saving = 600 - 379 = 221
too good to be true?

but if that combo package ticket is for Malaysians only, and if we buy the hotel and ticket separately...
204 + 65 + 65 = 334
334 is more expensive than 379. no point buying the combo. this doesn't make sense for the combo.
