Laptop show blank screen and cant log in window

I am using Toshiba laptop for few years, my battery spoil for quite long time ago, so every times i using power directly from charger power. This few weeks my laptop encountered a problem where it show white blank screen and fail to load in window , during most of the times i turn on it. No any error message, i have to unplug the power cable in order to turn off and on it again then only able to load into window, force shutdown is failed.

Any idea of this problem?

I had try install youtube downloaded in my pc, it can successfully installed but the problem is when i paste a URL to start download video, it fail and prompt out no flash video found message but actually i had already installed Adobe Flash Player and Active X on my pc, how to solve this issue???

I had a piece of CD-RW, inside have 300 ++ photos but accidentally deleted 100 ++ pics, can i know any way/software can restore the photos?

Modem or routerfault?

Have you called your ISP's helpline?: YES

Personal equipment
Modem: D Link (Black color one, forgot model)
Router: TP Link Wireless Router (forgot model)
Firewall used: No

Problem details
Problem frequency: Few days
Problem description: All light of modem are stable, status light flashing. Same as all light of wireless router flashing, but getting limited connectivity of internet. Technician came over said cant diagnose out whether is modem fault or router fault, he said modem hang and cant find any IP in router, but i belive most probaly is modem prob. Just i cant 100% sure, if i buy a new modem and still getting limited connectivity then i wasted money.

PC cant startup with missing/corrupt file problem

Initially my pc was having some missing/corrupt file problem where a dialog show " missing or corrupt config/system32/... file. And i formatting pc, but i doesnt' help. After some times this problem occur

when i turn on cpu power, cpu is without any response, i have to try several times in order to gain uncertain luck to startup my pc ...when i try again to turn off the power for long time most probably is successful but after some times of using my pc, i will automatic turn off again.

during login it will show on the BIOS login page -
Overclocking failed

and some times when failed login it showed few lines:
"Bad BIOS checksum"
"cannot detect CD/DVD ROM and Floppy Disk"

Any one can give me some step on how i can solve this problem or either i have to change my harddisk or motherboard? thank you very much.

I would like to do a final year topic related to VoIP SID,
i would like to do development project on Phone to PC VoIP calls.

is it possible to create or download a VoIP SIP phone SDK to bring SIP protocol support for ActiveX. By using this JDK which kind of code is more easy and preferable to incorporated SIP features? eg :

Borland Delphi

And how to do with VOIP SIP softphone DLL which i download from website? What is the direct Ip address i use to start speaking with anyone without NAT and firewall.
