Sending Arai helmet to Malaysia from Japan

Hey guys, i bought the helmet at an online auction (2nd hand), and i wanted to send it to my cousin in Malaysia. I have a few questions regarding this:-

1) Will i be able to avoid the tax if i declare it below RM500? (Please note since i bought it at an auction, and it is a second hand item, it is rather cheap)
2) I heard the helmet might be blocked at the custom since it has no SIRIM approval. How can i avoid this? Do declaring the item as a gift settles my problem?

Anyone has the experience before? Please share!
Have a nice day
