Is there any real traffic enforcement in Selangor?

Almost every weekend we go to Fed highway, Kota damansara, SS2, Subang jaya, Klang, Sungai Buloh and Guthrie highway, cannot see any traffic cops doing any enforcement.
Those bad drivers cutting in front too close with no indicator and cutting in and out or racing as if they do not care incase they kill are getting away. Some motor cyclists also driving against red light and against the traffic every day.

Is there anything normal family drivers can do?

My friend need to change tyres on her Preve, she does a lot of travel to Singapore. Ride is bumpy and getting bald now. Which tyres to consider? Price is not a factor. Grip on wet road and comfort are important.

HP Envy Touchsmart 15 j003tx

My cousin want to replace her old laptop to a new one. At All-It mart, she saw HP Envy 15.6 inch Touchsmart laptop. It comes with windows 8, i7intel, 3.4Ghz 6mb cache, 4gb ram, nvdia 2gb and 1Tb harddrive. 2 year warranty.

Mac Air 13
The other laptop caught her eye is 13-inch MacBook Air with ,1.3GHz dual-core Intel Core i5 processor, Turbo Boost up to 2.6GHz, Intel HD Graphics 5000, 4gb ram and 128GB flash storage.

Which to consider for long term? She like to use p-softwares to do foto editing just for fun, emailing, skyping, chatting and mostly internet. Before she has Dell xps but motherboard overheated and warranty expired.

Can some people with latest knowledge please help?
