PSU buzz/whine noise

Hi, after i turn my pc on standby (sleep) my psu (corsair TX650M) makes a buzzing/low pitched whine noise. I can hear it clearly when I put my ear right up next to the PSU even I stand beside next to it. Just a little concerned about the buzzing. Is it normal?

Hi.
Is it ok if I mix ram with different timing but with same speed? For an example a Corsair ValueRAM 1600 with c11 and I want to fill another 2 slots with same speed 1600 but with C8 or C9. Is there any performance gain? Also what are pros and cons if I use other brand (i.e GSkill/Crucial)?

Hardisk n Burner cannot detect

as per title.. I'm running on Win7 64bit currently I have two hardisk my 1st drive is 500GB and 2nd is 2TB(no RAID config). But every time I switch on, it hardly detect my drives/burner.. it says please select proper boot device...i have to push reset button all the time so it can detect. funny thing is if plug out my 2nd hardisk n burner it will detect the 1st drive . I tried replace the sata cable but the problem still consists. Is the sata port have problem? my mobo Biostar TPower I45

im goin' to upgrade my mobo but still cant decide which to go for should go for DDR2 support? or DDR3 ? hmm.. not much different between DDR2 n DDR3 in terms of performance (reading some reviews...) So far only Foxconn offered combo board (correct me if im wrong) Should i stick with P35?

what do guys think Cooler Master Hyper 48? i know its quite heavy but it aint bad isnt? anyone ever use this cooler?

plz help...
1) i run a game (i.e brothers in arms) then i quit the game back to windows
suddenly the screen going black sumtimes sum dizzle it doesnt show all the icon
its not hang the keyboard work juz fine, i hav to restart using d kybord(alt+f4)
what wrong with it? is is my gc or my resolution screen or my refresh rate?

2) i run cpuz it shows that my core speed only run at 1.6 sumtimes 2.4
i check BIOS the multiplier 9x but in cpuz going down to 6x then sumtimes 9x again
whats happenin? is it my psu?
