Malaysian in singapore being bully

My friend started working in singapore from 2016 with Employment Pass and being bonded until March 2018.
She decided to apply PR last month and communicated to her boss.

After a week or two, the company actually downgraded her pass to Working Permit and requested her to sign that.

However, she felt that it is unfair and not agreed to that.
The company subsequently withhold her salary and giving her pressure to sign that. This has created stress and depression on her.

Now, the company assumed that she has resigned and asked her to pay compensation of sgd24k.

Can anyone help provide legal advice on such condition or recommend a lawyer for her?

I have a chance to visit my future house again. House size 20 x 70.

Would like to know how much I should budget for the following works:

1. Kitchen to change the tiles and lay the wall tiles till top - Wall 370 sq ft, Floor 165 sq ft
2. Living hall to change the tiles 440 sq ft
3. Bathroom wall tiles up to ceiling total 650 sq ft, floor 120 sq ft
4. Plaster ceiling for 2-storey, living & dining box type with light 1350 sq ft (including toilet)
5. Autogate + Alarm system
6. Painting

Works required:

1. Extend the main door
2. Kitchen cabinet, shoe cabinet, wardrobe
3. Wiring - chang to 2-phase/3-phase
4. Water tank, water filter, water heater
5. Floor polishing
6. Bathroom tiles up to ceiling
7. Plaster ceiling for 2-storey, living & dining box type with downlight
8. Change of main door, back door, toilet door

10. Painting

Need to budget how much and may be can cut down some of the items.
