How to prevent someone from hogging the internet?

Hi all sifus, I am renting a room in a condo where 3 people are sharing the Time broadband, recently the owner connected a very long lan cable from my condo unit to another unit of his 2 floors up. I am not sure what he has connected but the line is very laggy even for a 500gb Time connection. If i pull off that LAN cabal, everything becomes smooth, if I put back that LAN cable everything becomes laggy like i cant access certain websites and my Dota keeps disconnecting.

My question is, is there a way for me to have smooth internet connection, like installing something like some connector from my lan cable to router or some software.

its weird, coz when i check the speed, its fast, but i keep get disconnected and unable to access certain files.

All your suggestions are much appreciated.

Edit: I do not have the Time Password, i dont think i can access the router, any option like use some software or use some external device link to the router? THX

I want to build a new rig, so i was looking around for a decent GTX760, i checked in newegg us its only $260 so on conversion it should be $260x3.2= RM 832. My question is why the local sellers even LYP selling them so expensive?? Gigabyte GTX760, Asus GTX760, MSI GTX760 selling for RM1199??? omg!!! Lucky i found newegg malaysia that would ship it at US price on conversion plus a RM85 shipping fee so its RM832 + RM 85 = RM 917 for any GTX760 you want.

which would you pick, MSI GTX760 gaming or Gigabyte GTX760???
