water heater choice

I was in dilemma in choosing the correct water heater.
i have few brands in my mind:
1) Joven - but i have 1 ald, not thinking to take the same.
2) Panasonic - the temperature is not so high even i have tune to the highest already.
3) centon - introduced by a shop, not sure good or not.

which one is better?

Need from someone here.

My house is currently under construction. expecting to get the key next year.
But in the mean time, i request to change the existing 1ft x 1ft floor tiles to 2ft x 2ft tile.

I guess it must be cheaper since they are no longer charge me on the labour fee, chemical substance to use to stick the tile on the floor, etc.
The quotation they gave me is:
1) dry kitchen
amount = RM800 for 166 sqf
discount RM390 (due to returning back the existing 1ft x 1 ft tiles)
2) all bedroom
total amount = RM2281.95 for 460 sqf
discount RM1k (due to returning back the existing 1 ft x 1 ft tiles)

is the price reasonable? The price is not including skirting yet.

Is it interior designer is necessary?

I have budget limitation, but I would like to have a satisfied and self-comfortable house.
Do I just need to go for constructor if i have concept?
Or interior designer will help us to design according to what we need?
