Is this our chance to buy?
Japan wants to sell old F-15s to US to fund F-35 purchases

TOKYO -- The Japanese government is considering selling some F-15 jets to the U.S. to raise funds for purchases of cutting-edge F-35 stealth fighters, Nikkei has learned, with Washington in turn weighing the sale of those outdated planes to Southeast Asian countries.

Several Japanese officials have revealed that discussions are underway for what would be the nation's first sale of used defense equipment to the U.S. Tokyo sounded out Washington on the possibility of such a sale as part of negotiations to purchase 105 F-35 jets from the U.S. The two sides are trying to iron out such details as the number of F-15s to be sold and their prices.

By arranging such a sale with Washington, Tokyo hopes to quell public criticism of expanding defense spending amid efforts for fiscal consolidation. Turning to Washington would also help Japan, as it lacks experience in selling defense equipment to third countries.

Japan's roughly 200 F-15s form the core of the Air Self-Defense Force's air defense capabilities. About half the fleet has undergone modernizing overhauls, including updates to electronic equipment, but the 100 or so fighters being eyed for a sale are an older design that cannot receive the electronics upgrades. The government decided at a cabinet meeting last Tuesday to gradually swap these out for more capable F-35s.

The oldest of the F-15s were first deployed in the early 1980s. But even they can be kept in working condition if parts are replaced as needed.

Washington has told the Japanese side that it would consider selling the aircraft to nations with weak air forces. The arrangement would enable the U.S. to provide fighter jets to Southeast Asian nations at cut-rate prices as China expands its military presence in the South China Sea.

Japan's planned F-35 purchase was due in part to heavy pressure from U.S. President Donald Trump to narrow the wide bilateral trade imbalance by buying more American defense hardware. Tokyo hopes to appease Trump while using the F-15 sale to lower costs.

The Japanese government also judged that given its lack of experience in exporting defense equipment, it would be more prudent to work indirectly through the U.S., which has successfully sold arms across the globe, than to try to sell the fighters directly to a third country.

Japan barred exports of defense equipment for decades until 2014, when the cabinet laid out principles allowing them under certain conditions. It maintained a ban on exports to countries involved in armed conflict but permitted them when doing so contributes to Japanese security, for instance.

https://asia.nikkei.com/Politics/Japan-want...content=RSSfeed

Cocos (Keeling) Islands

Just west of Indonesia but they are under Australia. Lucky 600 people living there !

The Territory of Cocos (Keeling) Islands is an Australian external territory in the Indian Ocean, comprising a small archipelago approximately midway between Australia and Sri Lanka. It is part of Southeast Asia and is in the Southern Hemisphere. The territory's dual name (official since 1955) reflects that the islands have historically been known as either the Cocos Islands or the Keeling Islands.

The territory consists of two atolls made up of 27 coral islands, of which only two – West Island and Home Island – are inhabited. The population of around 600 people consists mainly of Cocos Malays, who practise Sunni Islam and speak a dialect of Malay as their first language. The territory is administered by the Australian federal government's Department of Infrastructure and Regional Development, and together with Christmas Island forms the Australian Indian Ocean Territories administrative unit. However, the islanders do have a degree of self-government through the local shire council. Many public services – including health, education, and policing – are provided by the state of Western Australia, and Western Australian law applies except where the federal government has determined otherwise.

The islands were first discovered in 1609 by William Keeling, but no settlement occurred until the early 19th century. One of the first settlers was John Clunies-Ross, a Scottish merchant; much of the island's current population is descended from the Malay workers he brought in to work his copra plantation. The Clunies-Ross family ruled the islands as a private fiefdom for almost 150 years, with the head of the family usually recognised as resident magistrate.

The British formally annexed the islands in 1857, and for the next century they were officially administered from either Ceylon or Singapore. The territory was transferred to Australia in 1955, although until 1979 virtually all of the island's real estate still belonged to the Clunies-Ross family

Genting betting on its Catskills Casino
HONG KONG/LOS ANGELES (Feb 2): If a billionaire from Malaysia has his way, Asian tourists will soon be flocking to the Borscht Belt region in the Catskills Mountains that was once the summer home for generations of Jewish New Yorkers.

Empire Resorts Inc., controlled by Lim Kok Thay, chairman of Genting Bhd., on Feb. 8 will open Resorts World Catskills, a $1.2 billion casino, hotel and entertainment complex at the site of the old Concord Resort Hotel, the largest of the upstate New York resorts that helped launch the careers of Rodney Dangerfield, Jerry Lewis, Sid Caesar, Joan Rivers and other Jewish comedians.

In a bid to revive the upstate economy, New York awarded licenses in 2015 to Empire Resorts and two other casino operators for Las Vegas-style resorts. That gave Lim’s companies a new opening.

For the Genting group, which runs casinos from Singapore to England to the Bahamas, the Catskills project is the latest effort to gain a bigger foothold in the U.S. Genting operates a casino at New York City’s Aqueduct race track and Empire Resorts runs a small race track casino in the Catskills. While Genting has much bigger ambitions, several of Lim’s other American projects have stalled because of local opposition and construction delays.

With the Catskills project, Genting is taking a big step toward overcoming those difficulties. Unlike the two race-track casinos, limited by the state to slots and other electronic games, the Empire resort will have a 100,000 square-foot casino with more than 150 game tables as well as 2,150 slot machines.

The resort will include a 332-room hotel and 2,500-seat theater, with plans for an 18-hole golf course and a water park.

Empire Resorts is counting on those features, along with Genting’s customer base from casinos in Malaysia, Singapore and other countries, to help build business from the other side of the Pacific. “We can offer international players known to Genting an opportunity here in North America that they otherwise would not have,” Empire Resorts Chief Executive Officer Ryan Eller said. “It gives us the opportunity to reach across not only North America but potentially internationally.”

Most of the classic Borscht Belt hotels, which inspired the 1987 movie “Dirty Dancing,” closed as travel to Florida and other destinations far from New York became easier. Convincing visitors to New York City to shlep upstate may still be a hard sell.

“It’s not an easy drive,” said H. Steven Norton, chief executive officer of Norton Management, a casino consultant in Alton, Illinois. Moreover, the region doesn’t have many other attractions to lure gamblers to the countryside. “In the winter there’s a little skiing and in the summer a little golf,” he says. “The Catskills have been going down since air service to Florida.”

To boost its appeal among Asian gamblers, Empire has hired Chinese-speaking staff, recruited a chef from Taiwan and used feng shui principles in its design. Casino games like pai gow that are popular with Asian customers will take up approximately one-third of the gaming floor. Empire moved forward the launch date, originally scheduled for March, to take advantage of the Lunar New Year in mid-February, with plans for a traditional dragon dance to welcome the Year of the Dog.

“People from Asia want to come to New York,” said Charles Degliomini, executive vice president of governmental affairs and corporate communications, who points out that the Catskills resort is only 90 miles from New York City.

The two upstate New York resorts that have already opened, the Del Lago Resort & Casino in the Finger Lakes region and Rivers Casino & Resort in Schenectady, haven’t generated the revenue originally forecast, according to Clyde Barrow, a professor at the University of Texas Rio Grande Valley who worked with Caesars Entertainment Corp. on its unsuccessful bid
for a license in New York. “They haven’t come close to their original forecast or projections,” he said.

Del Lago and Rivers Casino didn’t comment on gaming revenues.

During the 12 months ended November, casinos in seven Northeastern states produced $10 billion in gaming revenue, according to Bloomberg Intelligence, matching the annual in Las Vegas and the rest of Clark County, Nevada. Capacity in the Northeast could grow as much as 24 percent this year.

“There are way too many casinos in much of the Northeast,” said Richard McGowan, a professor of finance at Boston College who studies the casino industry. At Genting’s Resorts World New York City casino in Queens, where the company began a $400 million expansion last year, gambling revenue was down slightly to $850 million even after adding 1,000 slot machines.

Targeting Asian gamblers is far from a sure thing. Many casinos in the Northeast and other parts of the U.S. have already retooled their casino floors to target those customers, according to Barrow. Lucky Dragon Hotel & Casino, a Chinese-themed resort, became Las Vegas’s first new casino in years when it opened in 2016. It temporarily closed its gaming and restaurant operations in early January for what the company called a “repositioning.”

Empire Resorts is not technically part of the Genting group, a conglomerate that operates cruise ships, manufactures paper and runs palm oil plantations in addition to its hotel and casino businesses. Instead, a private investment company controlled by Lim owns more than 90 percent of Empire shares.

Last year, Empire reached an agreement to use Genting’s Resorts World brand and participate in its Genting Rewards Alliance loyalty program in exchange for a single-digit percentage of net revenue, according to an Empire filing with the Securities and Exchange Commission.

If successful, the Catskills project will promote the global reach of Genting, a sprawling empire with a complicated web of affiliates in Asia, Africa and Europe that has faced challenges expanding in North America. Genting in 2013 announced it would spend as much as $4 billion on a resort in Las Vegas.

However, construction didn’t begin until last year as the company redesigned the project, now scheduled to open in 2020. A proposed casino in Miami appears stalled because Florida lawmakers haven’t approved the expansion of casino gambling to the city. Genting declined to comment on the Miami property.

In New England, a partnership with the Mashpee Wampanoag Tribe to build a casino near Boston is on hold following a challenge to the government’s decision to set aside land to the tribe.

“We continue to support the Mashpee Wampanoag tribe in their efforts to protect their land base and achieve their economic development goals,” Michael Levoff, a Genting Americas spokesman, said in an emailed statement. Genting declined to comment on its Miami property.

Resorts World Catskills may have an edge because of its scale and its Asia roots, says Brian Egger, an analyst with Bloomberg Intelligence. “They do have an opportunity to attract Asian players,” he said. “Any place where Resorts World builds, they do have some advantage.”
Ingvar Kamprad, the farmer's son turned multibillionaire who founded the Ikea empire that revolutionised furnishing, has died aged 91, the firm said Sunday.

Kamprad "passed away peacefully surrounded by his loved ones" at his home in the southern Swedish region of Smaland on Saturday "following a brief illness", Ikea said in a statement.

He leaves behind a legacy of affordable interior design for households around the world, through Ikea's flat-pack furniture which customers can assemble themselves.

Kamprad's close friend Bertil Torekull told the Swedish daily Aftonbladet that the industrialist died from pneumonia which he contracted after a visit abroad, aggravated by "the frailty of old age".

Swedish Prime Minister Stefan Lofven said Kamprad "made home furnishing available for many people, not just the few" while King Carl XVI Gustaf added he was a "true entrepeneur" who "brought Sweden out to the world".

Born in 1926 to a farming family in Smaland, Kamprad, whose fortune in 2017 was estimated at 37.3 billion euros ($46 billion) according to the Swiss economic magazine Bilan, founded the company at the age of 17.

"He came from nowhere, but with help from his inner force, his ability and his will, he created something I think everyone is proud of when seeing Ikea out in the world," Swedish banker and industrialist Jacob Wallenberg told financial daily Dagens Industri.

But Kamprad's success has been marked by controversy.

In 1973 he fled Sweden's higher tax structure for Denmark before seeking even lower taxes in Switzerland.

Kamprad announced in 2013 that he would be stepping down from the board of Inter Ikea, owner of the furniture giant's concept and brand, and his youngest son became chairman. The Ikea founder returned to Sweden the following year.

The European Commission announced last year that it had launched an investigation into the ways Ikea allegedly used a Dutch subsidiary to slash its tax bill on revenue from megastores around the world.

A report by the Green party in European Parliament last year said Ikea avoided one billion euros ($1.2 billion) in EU taxes between 2009 to 2014.

And the Consortium of Investigative Journalists in 2014 cited leaked tax files from Luxembourg when it identified Ikea as one of the giant multinationals fingered for corporate tax avoidance by shuffling money to tax havens.

The group insists that it complies fully with national and international tax regulations.

- 'Greatest mistake' -

Kamprad's legacy of creating affordable furniture has earned him admiration among consumers around the world.

"He has paved the way for everyone to have nice furniture, not just the rich," Krister Mollander, a 70-year-old consumer, told AFP.

Kamprad faced harsh criticism in the past for his ties to the Nazi youth movement during World War II.

Sweden was neutral in World War II, and its Nazi party remained active after 1945.

But Kamprad said he stopped attending its meetings in 1948, later attributing the period to the "folly of youth", calling it "the greatest mistake of my life".

The story of Ikea -- acronym for Ingvar Kamprad, Elmtaryd and Agunnaryd (the name of his farm and town of origin) -- began in 1943.

Backed with modest financial support from his father, Kamprad began selling pens, picture frames, typewriters and other goods, delivering orders on his bicycle. His early success arose from squeezing his prices to undercut more established competitors.

- Lunch box to work -

In 1947 the young Kamprad started selling furniture made by local artisans, and four years later he began putting out the first of his mail order catalogues -- which now have an annual print run of 200 million copies in 33 languages.

Ikea's revolutionary self-assembly model -- which would cut transport and storage costs -- was conceived in 1956 after an employee suggested table legs be removed so the package would fit into a car.

Two years later Kamprad opened Ikea's first store in Almhult, south of his hometown.

From 1970, Ikea conquered major markets in Europe, North America, Asia and the Middle East, thriving on the spending power of the emerging middle class in countries like post-Cold War Russia.

The Ikea group now has 403 stores across every continent, employs 190,000 people worldwide and generates annual sales of 38 billion euros ($47 billion).

But Kamprad lived modestly, buying his clothes at thrift shops, driving an ageing Volvo, and bringing a lunch box to work.

"I don't think I'm wearing anything that wasn't bought at a flea market. It means that I want to set a good example," he told Swedish channel TV4 in 2016.

In 2013, he was forced to hand over billions of dollars to his sons following a bitter family feud over intellectual property income that he kept for himself, according to a book on Ikea.

The Washington County Sheriff's Office has now named the inmate who allegedly had sex with two female jail employees, as more details are beginning to emerge about the lovers' illicit encounters.

Jang-Li Delgado Galban, 25, has been linked to two civilian jail services workers at the Hillsboro jail identified as Brett Robinson, 32, and 38-year-old Jill Curry.

The inmate's name was first made public Thursday by the station KPTV.

Robinson was arrested earlier this week on multiple counts of custodial sexual misconduct after officials learned of her alleged affair with the inmate while investigating Jill Curry.

The 38-year-old veteran jail worker, who is married to a sheriff's deputy, was arrested last month on similar charges stemming from her alleged tryst with Mr Delgado-Galban.

According to court documents released to The Oregonian Wednesday, Mrs Curry repeatedly released the inmate out of his cell inside the jail's maximum security unit, walked him to a supply closet and had sex with him.

Investigators said they have obtained videos showing the married woman entering the closet with Delgado-Galban on several occasions.

It remains unknown at this time whether Ms Robinson also used the same closet for her sexual encounters with Delgado-Galban.

An article published in The Oregonian in 2010 said that in December 2009, Delgado-Galban, then 20 years old, allegedly broke into a woman's apartment in Hillsboro and raped her.

The suspect later agreed to a plea deal, as part of which he admitted to one count of burglary with the intent to commit rape in exchange for having the rape charges dropped.

In December 2010, Delgado-Galban was sentenced to three years and eight months in prison, and ordered to register as a sex offender upon his release.

But according to sheriff's officials, the man failed to meet the conditions of the plea agreement, which landed him behind bars in the Washington County Jail where he encountered Robinson and Curry.

On Wednesday, Sheriff Pat Garrett had some harsh words for his two former staffers.

‘They didn't cross the line; they torched it,’ Garrett said.

In the wake of the scandal, Garrett said his department has added surveillance cameras inside the jail and beefed up security throughout the facility to prevent anything like this from happening again.

Brett Robinson, 32, was arrested Tuesday after a grand jury indicted her on charges of custodial sexual misconduct. She was later released after posting $12,000 bail.

The revelation comes about a month after Jill Curry's arraignment on similar charges.

Read more: http://www.dailymail.co.uk/news/article-27...l#ixzz55MtvZBl4
Follow us: @MailOnline on Twitter | DailyMail on Facebook

The most famous Girl kidnappings in history

1. Elizabeth Smart

In 2002, 14-year-old Elizabeth Smart was taken from her bedroom in Salt Lake City. She was dragged through the forest and held captive in a camp in the woods for nine months. This happened at the hands of a religious fanatic named Brian David Mitchell and his wife, Wanda Barzee. They kept Smart chained to a tree and raped and abused her. After nine months, Smart's sister recognized the abductor's voice as that of a man the family knew as Emmanuel. A sketch was released to media and was recognized by the family of Brian David Mitchell, who reported him. Mitchell and Barzee were arrested after being spotted walking with Elizabeth Smart.

2. Sabine Dardenne

On 28 May 1996, 12-year-old Sabine Dardenne was cycling to school in Tournai, Belgium, when she was kidnapped and taken to a house in Marcinelle. She was held in captivity for 80 days. Marc Dutroux and an accomplice kidnapped her and tied her to a bed with a chain around her neck. Sabine Dardenne spent most of the time concealed in the basement of Dutroux's house. He managed to convince Sabine that her parents did not want to see her again and that they would not pay a ransom. When Sabine was kidnapped, a witness was able to write down the license plate of Dutroux's car. Police arrested the kidnapper after 80 days. Marc Dutroux admitted kidnapping and raping two girls, Sabine and 14-year-old Laetitia Delhez. The remains of the bodies of four other kidnap victims and Dutroux's accomplice were found in properties belonging to the convicted pedophile, who had served jail time for earlier sex crimes. His wife, Michelle Martin, was aware of his activities. Sabine Dardenne testified at Dutroux's trial in 2004, where she asked her abuser why he did it. A year later, she released a book about her experience, which has been translated into 14 languages and published in 30 countries. Little is known about her life today.

3. Natascha Kampusch

Ten-year-old Natascha Kampusch was kidnapped on 2 March, 1998 while on her way to school in Vienna. She was kept in a basement for eight years. Wolfgang Priklopil kept the girl in a basement, where he tortured, starved, and sexually abused her. The space had no windows, was soundproof, and had a reinforced steel door. During the years she spent with her abductor, the young woman was allowed to walk around the house, despite being constantly watched. On 23 August, 2006, she was vacuuming Wolfgang's car when he received a call about the noise of the vacuum cleaner. While he was distracted, Natascha managed to escape and asked a woman to call the police. After realizing that Natascha had fled, Wolfgang Priklopil committed suicide on a railroad while fleeing Austrian police. The experience became famous worldwide and Kampusch wrote a book about her experience. A film version was released in 2013. She is a spokesperson for the animal rights group PETA, likening animal cruelty to her own experience.
