Employer Confirmation Letter

Hi,

I'm currently working for one of the private companies in KL. However, I've got an offer to work overseas, but I need to get a visa first. One of the visa requirements is for me to get a confirmation letter from my current employer. The issue here is that my employer refuses to issue the letter and will only issue it if I resign from the company. My plan is only to resign if the visa is approved, since it will take a long time for the visa to be approved and I need to save some money before I go there.

So, can HR really refuse to issue an employee confirmation letter? Does this letter fall under certain employee act? I need to have some info before I go meet the HR manager, and I tried to Google this issue but nothing is helpful so far.
