2 ISP to 1 PC

Hi everyone. I have a question on setting up a PC with 2 ISP as a backup for each other.

There will be 2 routers, one PC. Will the PC need to have 2 NIC? Then each router connects to their own NIC with different IP addresses?

In case 1 of the router fails/has no internet connection, will windows automatically select the network connection that has internet access?

How does windows determine which software application uses which network connection?

Basically I would like to confirm if the above method would actually work with automatic switching between the two.

Thanks in advance.
