Any laws concerning ownership of "dangerous" dogs?

There is a man that brings his huge German Shepherd to a public park near my home. Problem is, he refuses to leash up his fierce dog. He doesn't give a damn even if there are little children running around. Because this dog is not restrained by its owner, it will just chase anyone who moves. Once, I saw a body-builder guy got chased round and round the park by that annoying dog. The owner didn't even care to stop his dog. On several occasions, the dog will attack other dogs that are being walked by their owners at the park. When that happens, the owner just shrugs and doesn't even make a freaking attempt to stop his dog from attacking other peoples' dogs.

Once that big German Shepherd attacked another smaller German Shepherd which was on a leash. Because the smaller German Shepherd was leashed up, it could not escape and the owner tried to chase the bigger dog away. As usual, the big German Shepherd's owner took his sweet time to call to his dog and stop it from bullying the smaller German Shepherd. Worst thing was, he didn't even say "sorry" to the other man for the attack. No-one has dared to confront him about his dog so far. Even the man whose dog was attacked didn't scold him. It's really frustrating and bewildering.

Is there any law that state that owners of such fierce dogs should restrain their animals? I am seriously thinking of reporting his selfish and inconsiderate behaviour to the authorities. The park is a public place for everyone to use, not as that selfish man's private dog run! Plus, lots of children go there with their families to play. With that dog around, there will be a danger of a child getting mauled.

What's the difference between these Wacom models?

I am planning to purchase a Wacom Bamboo and since it's very difficult to find ready stock at where I live, I want to purchase it online. I only found CTH-460 for sale here, which is within my budget:
http://www.rakuten.com.my/shop/allithyperm.../4949268701945/

I also have searched Wacom's official website to compare models, but it only has info on Bamboo Pen & Touch (CTH-470) but no mention of CTH-460.
http://www.wacom.com/au/en/creative/bamboo-pen-and-touch-s

There is also a comparison table of all the products by Wacom, but no CTH-460:
http://www.wacom.asia/en/bamboo-tablets/compare

So...is there any big difference between these two models in terms of function and bundled software? This is because when I searched and compared CTH-460 and CTH-470 in Rakuten and other online shops, I found that the price difference between these two models are >RM100.

Suspected electricity theft...what should I do?

I suspect someone has been stealing electricity that is intended for my home. Both neighbours on the west and east side of my home have airconds installed, and they turn them on every night. Every time when they turn it on ( I know because I can hear the aircond safety starter being turned on, and the aircond's outdoor compressors start humming), the lights in my home flicker. And sometimes, the lights turn off completely for a few seconds! This happens not once in a while, but almost every night. I also noticed that some lights, especially in the bedrooms located towards the back of my home, cannot be turned on at night only. They will flicker and cannot start, or flicker and flash for 5-10 minutes before starting. It is almost as if there is "not enough" electricity to start them.
During daytime, my neighbours are not at home so their airconds are not on. When I try to turn those bedroom lights on during the day, they turn on just fine! No flickering or flashing.
The most frustrating part is that I found out about one of my neighbour's electricity bill. He has one aircond, and turns it on every night. My home has one aircond but I only turn it on once a week, each time for three hours the most. And yet, my neighbour only gets charged RM 28 whereas I get charged RM 185.

Is this a sign of electricity being stolen from my home-- all those flickering lights and difficulty to turn on the lights?
Is there any way I can get my home checked for tempering? (My home was rented out before, so there is a possibility someone made illegal by-passes) Any recommendations for reputable/qualified electricians? I live in Kuching, Sarawak, by the way.

If in the event that the electrician finds the meter, wiring, etc. tempered with, are there any legal action that I can take against those who have tempered with it? Or would as the home owner, I get punished instead?

Thanks in advance for your kind feedback...

Degree in Fine Art...at a dead end looking for job

Dear members,
I'm a student from a local university, going to graduate soon with a Degree in Fine Art, and I just want to ask for your kind advice....

Is there any chance that I can do jobs outside of my study field? Or is this a "dead pool" sort of degree, i.e. cannot or too difficult to apply for jobs outside of this field? (I know it's too late to ask now but I still want to know)

What does the job market expect from graduates with a similar or equivalent degree with mine? For example, do employers expect certain skills like able to handle Adobe Photoshop, Illustrator, animations, etc? I'm asking because I feel that I am not adequately trained to use these sort of software, there was no training provided at my university.
