Ipad Mini 2 Screen Flickering Problem

I seen most of the iPad Mini 2 owners had this kind of issues,
something like this... Youtube
but mine even worst, totally can't see anything but still able to touch.

The problem is i tried a lot of ways also can't fix my screen.
If I go to Switch to replace screen will cost a lot,
so is there anywhere can fix this kind of problem and cheaper? or DIY?

I'm planning to use this mini 2 as my backup, turns out the screen got problem

Recently my pc encountered a problem like sometime it cannot be turn on no matters how many times I tried
tried to remove rams or hdds, change mobo battery also same

But the next day then can on, and than maybe few more days/weeks cannot on again, but maybe the next day or sometime later then can on
Why har? Is that part of my pc problem? like power supply or mobo?
Everything is working fine, can be on I mean like my monitor printer speaker, only cpu itself cannot sometimes.

Are there any trusted PC shop that I can go and repair or check around Penang? Thank you very much

then 2 days later he pm me to offer an IPhone 5s 64gb.

Date of transaction/Details of the complaint:
Aug 9 2016:
He pmed me to offer an Iphone 5s 64gb.
Aug 18 2016:
I contact him thru whatsapp to discuss more details.
Aug 19 2016:
The deal is on,I bank in to him RM900 by Maybank & he planned that to post
that day but suddenly had a meeting so decided tomorrow (Aug 20) only post.
Aug 20 2016:
He said he suddenly at Jb because of work so he asked his cousin to help post but the cousin not reply him at all.
And if anything happened he will settle it by Aug 24 when he's back to KL.

The same excuse went until...
Aug 24 2016:
He claimed that his cousin are ran away, which gave him a "headache" as well, so he said that he'll bank in back
RM900 for me but need to wait until 31 Aug or 1 Sept when was a paycheck day as he used up the RM900 to pay houses and bill.
Sept 2 2016:
Until today, I approach him thru Whatsapp but he didn't reply me and then I found that he blocked me.

I mean.. is it true? is the cousin exist? the excuses all that... come on man...
Try to be nice for the whole conversation end up I'm the one who are being cheated.

So what can I do? He did block whatsapp,phone call and facetime too.
RM900 is not a small money for me.
Sigh.

First of all, here's my current spec and some components that came with my last pc

Kingston 16gb RAM

Gigabyte GTX650Ti 2GB
Tauro XTK-TB-0700B 700W (Is that too high for current spec? )
LG 23EA53 Monitor

I been using this pc for almost 3-4yrs and now might be the time to upgrade this pc
Mostly using it for edit videos,photos and some design related/gaming/browsing internet/movies
I'm wondering that maybe i will upgrade GC and plus a ssd 1st without changing the others
do you guys think that will those CPU, motherboard support?

Like edit videos/photo i using premiere, photoshop, illustrator etc..
and for gaming i love to play high end games like currently i'm playing quantum break but of course in low graphic
my expectation will be i can open up to 1080p with high settings if that's possible

As you can see i'm not very good at PC spec knowledge but i'm learning,

but the number of prepaid sim card already expiry few months ago
so if i transfer the account to another android new phone/iphone is it possible?
Since the number cannot receive any sms anymore to verify so.. will it work?
