Previous tenant outstanding debt on me?

Hi,

*Im here to seek any advice of other people experiences / regards my right (knowledge to protect myself), or advice what should be done with/out law for myself.

Im currently renting an apartment with outstanding electric and water bill which beyond my capability.. As im depend on scholarship monthly.. doing full time PhD and need quiet place so am alone..

The case : previous tenant didnt pay the electric for almost 1 year (big amount i wish i can just handle it myself..) and the landlord still rent it out to new tenant with agent help (me victim) .. i just worry if TnB plan to cut the electricity as the bill over 1k and 1 year (really really beyond my capability of scholar and not my fault)

i didnt know about these outstanding before sign agreement.. even my own agreement(book/paper) which using agent's lawyer about rm250 my own money for making this(i cant see which law firm or lawyer did this from the book, maybe agent group firm lawyer)..cant help in protecting myself..

The landlord promised to settle trough police report, from agent word..as i can contact agent only..but they dont take me seriously which over past few months the bill so shocking.. even i pushed the agent let me contact landlord myself yet..

Im here to seek any advice in term of other experiences or regards my right (knowledge to protect myself).. oh god i wish could get excuse to leave this place coz inconvenient factor(no public transport or taxi here for real) ..

Yeah i know this sound stupid even I been kick by my own brother(not good term) to leave his KL house immediately (im now in serdang) within 4 days to quickly find this unlucky rent house .. so yeah im in this situation rushing case didnt check properly.. flight from east malaysia jump into his house temp shelter ..with mom beg help..
