Malaysia worse than Myanmar in world press freedom
KUALA LUMPUR, Feb 12 — Malaysia’s image as an open and moderate country took a beating after it tumbled 23 places to land at 147th spot in the World Press Freedom Index 2014, putting it below Thailand, Indonesia and even Myanmar.

In the latest annual survey of 180 countries by global media watchdog, Reporters Sans Frontières (RSF), Malaysia’s ranking in Southeast Asia was only better than the Philippines, which placed 149th; Singapore in 150th position; Laos (171st) and Vietnam (174th).

In the accompanying report, RSF noted that Malaysia’s slide began in 2002, as access to information Malaysia now below Myanmar in world press freedom index became “more and more limited”.

The report, however, did not disclose the reason for the latest decline.

The index is derived from RSF’s surveys with among others, non-profit organisations, journalists and law experts and takes into account the number of violations against press freedom in a country, such as censorship and assaults on journalists.

The region’s best performers were Timor Leste, at the 77th spot, followed by Brunei at 117th.

Politically volatile Thailand shared the 130th position with Indonesia, while Cambodia rose to the 132 spot from its previous 143rd position in 2013.

Once regarded as repressive, Myanmar (145th) has made strides in opening up its media and was lauded for issuing more licences for new publications as well as allowing previously-exiled media outlets to again set up operations in Rangoon.

“Will Burma become Southeast Asia’s benchmark for positive change in freedom of information? This remains to be seen,” stated the report.

In an immediate reaction, DAP parliamentary adviser Lim Kit Siang said the recent index is “the worst setback to Prime Minister Datuk Seri Najib Razak’s ‘best democracy in the world’ claim”.

The Gelang Patah MP previously predicted that Malaysia’s ranking would be hurt by Putrajaya’s suspension of HCK Media’s weekly publication The Heat last year.

The weekly paper was suspended on December 19 over what was then believed to be a report on the prime minister’s spending, but Putrajaya insisted that the freeze was due to violations of provisions contained within its printing permit.

The suspension was lifted in the first week of February.

Lim asserted that Malaysia’s ranking “would have been more abysmal” than Philippines and Singapore if the latest rejection of the publishing permit FZ Daily, a spin off FZ.com, was take into account.

The permit application was denied after publisher The Edge Communications Sdn Bhd was granted leave to initiate proceedings against the Home Ministry for deferring its initial approval of the permit.

Newspapers and periodicals in Malaysia are subject to the Printing Presses and Publications Act (PPPA) that requires a licence before they are allowed to operate.

In 2011, Prime Minister Najib announced the cessation of the annual renewal of printing permits as part of his reforms to provide Malaysians with greater civil liberties.

- See more at: http://www.themalaymailonline.com/malaysia...h.fu9MC2Z4.dpuf

Parliament only needs simple majority to pass

KUALA LUMPUR, Feb 11 — Only a simple majority is needed for Parliament to enact Islamic criminal laws that will also affect non-Muslims nationwide, Malaysia’s retired chief justice said today.

Tun Abdul Hamid Mohamad also said Parliament can also choose to amend the existing Penal Code to include penalties prescribed by Islamic law for criminal offences, which would impact both Muslims and non-Muslims, as debate continues over the federal enforcement of hudud.

“There is no constitutional impediment to do so as a federal law. Parliament may choose whatever punishments to be provided for criminal offences, including punishments according to shariah,” he said during a public talk on hudud at Universiti Malaya’s International Institute of Advanced Islamic Studies here.

“For Parliament to make such law, no amendment to the constitution is required and the Bill could be passed by a simple majority,” he added.

The 13-party Barisan Nasional (BN) coalition currently has a simple majority in the 222-member Parliament with 133 seats, while the opposition Pakatan Rakyat (PR) bloc controls 89 seats.

The former top judge compared the situation to the implementation of the law on Islamic banking, finance, and insurance.

Abdul Hamid, who was chief justice from November 2007 to October 2008, however stressed that the punishments must apply to all, since making it applicable to Muslims only would render them unconstitutional, null and void.

He further said an exemption for non-Muslims would be contrary to Article 8 of the Federal Constitution, which he said speaks against discrimination against citizens on the ground of religion.

He observed that there may be hiccups to implementing hudud as there were also offences that did not fall under the Penal Code but are already provided for in the Syariah Criminal Offences Enactments of each state, such as adultery.

“To use the hudud punishment for them, there is a legal impediment, not by the constitution but by federal law which limits the punishments which could be legislated by the state legislature,” said Abdul Hamid.

He was referring to the Syariah Courts (Criminal Jurisdiction) Act 1965, which would need to be amended if the states wished to roll out hudud punishment.

The former judge observed that there was at least one hudud offence, Muslim apostasy, that cannot be tried in Malaysia whether as federal or state law as it would be unconstitutional.

In Islamic jurisprudence, hudud covers crimes such as theft, robbery, adultery, rape, sodomy, making unproven accusations of adultery, causing physical hurt, drinking intoxicants, apostasy, and acts contrary to Islamic belief.

Shariah law is generally confined to Muslims, but can extend to non-Muslims if they are involved in aiding or abetting an offence committed by a Muslim.

At its annual congress in November last year, PAS revisited its bid to revise federal law to enable the nationwide enforcement of the strict Islamic penal code, which it had buried previously in the run-up to Election 2013.

The Islamist party had introduced hudud in Kelantan and Terengganu, but has not been able to enforce them due to the conflict with federal constitution.

Its political foe Umno had capitalised on PAS’ failure to enforce hudud in a bid to shore up support among the country’s dominant Malay-Muslim voters, claiming the party had strayed from its plan to form an Islamic state.

But both Umno and PAS face strong resistance from their coalition partners over rolling out hudud.

The BN’s Chinese component, MCA, and PAS’ allies from DAP and PKR have argued that hudud will turn Malaysia into an Islamic theocracy and dilute the country’s image as a multi-religious nation.

- See more at: http://www.themalaymailonline.com/malaysia...h.Yfrdgek1.dpuf
______________

So this guy actually suggested that if Hudud was to be implemented,it should also include the non-Muslims as well..Die oooooooooooooooooo

At Umno assembly, calls for ‘1 Melayu’ to replace

KUALA LUMPUR, Dec 5 — Putrajaya should use “1 Melayu” in place of its all-inclusive “1 Malaysia” slogan since efforts to reach out to Chinese voters were snubbed in Election 2013, a Penang Umno delegate told the 64th Umno annual general assembly today.

Datuk Musa Sheikh Fadzir also accused the Chinese community of “betraying” the government, saying they were not appreciative despite the amount of money used to woo them in the run-up to the 13th general election.

“We shouldn’t shout ‘1 Malaysia’ anymore; what for? We should now shout ‘1 Melayu’ slogan,” Musa said during the policy speech debate.

“What’s the use of helping them? We did all these things they stab our backs. All that effort... to hold dinners and such with almost RM30 a head,” he added, referring to the many campaign dinners organised by Barisan Nasional prior to the May 5 general election.

In the aftermath of the fractious 13th general election that saw BN register its worst-ever electoral result, attempts were made to frame the outcome as the result of a so-called “Chinese tsunami”.

Just two days after the May 5 polls, Umno mouthpiece Utusan Malaysia published on its front page at article titled “Apa Lagi Cina Mahu” (What more do the Chinese want). It also ran editorials accusing the community of undermining Malay political power, despite being given opportunities by the government to earn their riches.

The view was exacerbated when Umno emerged as the biggest winner within BN, winning 88 of the 133 federal seats that the coalition managed to retain in the May 5 polls. Nearly all other component parties registered declines, with the Chinese-based MCA hardest hit.

This led to calls for the country’s dominant Malay community to be rewarded for their show of support and for the BN government to stop courting the Chinese due to their lack of support.

Today, Musa continued accusations against the Penang DAP government of discriminating against Malays in the state.

The Penang Umno leader claimed the DAP state government had refused to provide housing aid for Malays, forcing the community to depend solely on the help of the BN federal government.

“You (the federal government) should help us, help the Malays in the rural areas,” Musa said, referring to Penang Malays who mostly reside outside urban areas due to their purportedly poor purchasing power.

“Remember, it was us rural Malays that help keep BN in power,” he added.

Yesterday, an Umno Youth delegate made a similar claim that the DAP government was intentionally making house prices high to oust the Malays from the island.

But Penang local councillors dismissed the allegation and said house prices on the island were exorbitant for all races, and not just the Malays.

- See more at: http://www.themalaymailonline.com/malaysia...h.NdGBPiSX.dpuf

Just now I finished dinner

Ate dinner with a property developer family(not big one, medium only)

From what I heard, when you build lets say 100 houses, like 15-20% of the houses are reserved for Bumi.In which they can buy 7% cheaper. And then if end up it didnt sell out to a bumi, you can tell the gov then they will allow u to sell to non-bumi.But if do that, the gov minta 5%.is it true?He said P.pinang got d,but perak this year they start.

He said the gov will earn a lot because most Bumi won't buy due to many factors(price, prefer to stay near malay community area)Nothing to accuse the government here.Just wanna ask is this true?

Oh yeah and even the 7% cheaper right,I heard the 7% is actually added into the non-bumi to cover up one.So in summary the non-Bumi that buys the property is paying for the 7%..i dono la that is +- what i heard

PS:Anyone know Latexx glove ? heard some funny story too!
