TNB Metering for Strata Title Property

Hi,

Currently i have a problem with the strata title. This is because the maintenance fees is way lower than the expenses according to the JMB, and they claims that there are 1 main TNB metering before splitting it into different TNB Meter.

Q1 : Is there a main TNB Meter before it distribute to individual TNB Meter?

Q2 : The maintenance fees can calculate based on land area or built-up? (Commercial Property)

Currently I'm facing an issue regarding of the maintenance. The story is like this, i used to pay the maintenance fees every month until when the management office keep collecting money without doing anything. Therefore, i request to make it transparent, show the account to all the shop owner but they refuse to do it. May i know where can i report to or what can i do

They collected maintenance fees more than 10years, but they didn't maintain any single things.
