An unackowledged number porting to Celcom

OK, let's listen to my story here.
Today when I open my hp, I received 2 sms.
The first sms is sent from 62003 with the following content.

QUOTE

Dear customer, your Celcom port request has been accepted & activation is in progress.
Please wait for SMS confirmation to change SIM card within 24 hours. TQ

When I read this, I feel like what the hell?!
I never make such request at all.
While the second sms is from Maxis which is my current service provider with the following content.

QUOTE

We acknowledge your request to move.
Thank you for being with Maxis and we hope to serve you again in the future.
For further queries, please call 1800 82 1123.

It sounds like a goodbye message from Maxis.
So the porting is really happening.
I immediately called the Maxis to enquire about this.
And then I found out that the porting request is true, however, they cannot help me to stop it.
Because the request is submitted from Celcom and the porting will be done by them as well.
So they suggest me to call up to Celcom.

I immediately check out the Celcom website and call to their care line number.
However, the system is telling me that they are busy and no one pick up my phone.
I try to call for a few times and still not success to get to a talk with Celcom.

Why such thing happen?
The only thing that I think most probably related is that I got a free Celcom SIM card few weeks ago at Bandar Tasik Selatan LRT station.
That dealer stopped me when I passes by and promote to me about the Celcom latest plan and get me filling in some informations.
At that moment I still thought that it is a prepaid plan.
After I went back home and check online for the plan he promoted to me, I found out it is a postpaid plan.
Since that dealer told me that that SIM card need to be activated within 3 days, so I choose not to activate it since I do not want a postpaid plan as I don't make much calls.
However, the thing I'm very sure is that I never acknowledge any porting to Celcom.
It probably that dealer that deceived me and take my informations to apply for that.

So I am still finding a way to stop them for porting my number to Celcom.
If it ends up that they fail to do so, then I have no choice but to terminate my current number and ban Celcom forever!!

i feel like want to learn about win32 api to be able to program windows application
but the problem is i dunno how to start with
i try to google about it
but what i found is it just cover some basic details on how to program a windows form using api
what i want is somehow a complete guide to it
any recommendation?
