GPU off, CPU still running

My monitors would suddenly just go black, while the GPU (an EVGA 1080ti) would just stop working it seems, although I had one occasion where the GPU fans would go full blast instead. Temps seem to be fine all around when this happens, so it isn't overheat that's causing this.

The CPU seems to be running still, but I would have to do a hard reset to get things back on. Do you guys think it's a PSU problem or is this a GPU thing?
