Is ddr3 1600 collectible with 1333?

I have a xeon 3440 with h55m p33 motherboard, currently have 2x2gb ddr3 kingston 1333mhz ram in place.
Can i buy one stick of 4 or 8 gb of ddr3 1600 and slap it in? Will they run?

PC doesn't boot after long inactivity

So after 1 week of not using my pc, it doesn't boot up anymore (does not even turn on)
And I've tried a lot of things :
-Switched the psu with another one
-repositioned the ram
-changing the cmos battery
-even took out my graphic card and tried everything again

Any alternative way to check what is wrong?
It is possible that the mobo is dead?

So i just opened a new acc yesterday with a new debit card
and when i go to the site to register my mb2you account i keep getting service unavailable

and the bank gave me a pin beforehand and i tried with it,doesnt work,use my own atm pin,doesnt work too
it is my problem or the site is having issue
