Tenant dilemma

Hi folks,

my bro. rented his Sunway townhouse in Kota D'sara to a couple since he got his keys 4 yrs ago. he is working in Spore n rarely come back.
this tenant has been an OK paymaster until recently. he hasnt been paying his rent for thr past 5 mths. n he is avoiding ph. call. Each time when my bro. got him on the ph. he is full of excuse n he promised to pay part payment but never seems to deliver. the 5 mths. arrears after deducting the 2 mths. deposit is close to 6K.
now my bro. is in a dilemma, if he pushes this guy too hard he might disappeared n his 6K is burned. If he let him continue, the hole is getting bigger by the day and he is hoping this guy will eventually settle n continue.

What is the next course of action to be taken?
I suggest to evict this "soft skin snake" n cut his losses short but he ask me not to do anything rash.

will be grateful if some experience landlord can chip in...
