Windows 8 black screen after boot

My laptop with windows 8 was black screen after boot and there is only a little and white arrow shown. I wanted to boot into safe mode but I couldn't just boot into safe mode by pressing F8 key. Does anyone met this and fixed this problem?

Hello, I have a problem here. My external hard disk with model, Sony HD-E1 had lost part of the memory. It is a 1TB external hard disk but I was accidentally uninstalled the password protection manager. This made all of my file which around 40GB had lost. Now my PC detected the external hard disk with 940GB lost. I need help. :'(
