PC Turn on but no display

Hi , i have few question here , since last 4month i just bought my new CPU , And all new spec 6th gen
sometime when i turn on my pc , but the monitor doesn't have any display it keep said no signal , so worrying what is accually happen , i check all the cable plug on the motherboard , and LED light are on , which mean my board is total functionally...

RAM plugged , well anyone mean this problem before ? how do i fix it myself ?

Huge FPS drop in every game HELP!

Firstly , I just bought a new pc with G4400 skylake , GTX 950 OC
And i experience fps drop and lag in every game like Watch dog , GTA V blah
Normally it 40-60 fps and suddenly drop to 20+ in few sec and back to normal
I get search and google which using this hardware and run GTA V with zero problem...And why i getting this problem ?
Power Setting has already been set to high performance , i was wondering did i miss some setting or wrong ?
