KJ: Medical marijuana products permissible

Products containing cannabis used for medicinal purposes can be imported and used in Malaysia if the product is in compliance with the requirements of the law, said Health Minister Khairy Jamaluddin.

He added that the existing acts that regulate cannabis in Malaysia are the Dangerous Drugs Act 1952, Poisons Act 1952 and the Sale of Drugs Act 1952 which do not prohibit the use of cannabis for medicinal purposes.

Khairy (above) said this in a written parliamentary reply to Muar MP Syed Saddiq Syed Abdul Rahman who had asked his ministry to clarify.

Richard Branson: Call off execution of Malaysian

KUALA LUMPUR, Nov 8 — British billionaire Sir Richard Branson has urged Singapore president Halimah Yacob to pardon Malaysian death row inmate, Nagaenthran K Dharmalingam.

In a statement on his personal blog today, the Virgin Group founder said granting a reprieve to Nagaenthran, who has an IQ level of 69, would be the just and fair thing to do.

Branson, who has often spoken out against capital punishment, also said that the case exposed the fatal flaws of the death penalty.

“I join many others concerned about this tragic case in calling on Singapore’s President Halimah Yacob to use her pardon powers and spare Nagaenthran’s life. It would be the just and fair thing to do.

“Coerced and threatened by drug traffickers exploiting his poverty, Nagaenthran was just 19 when he was arrested in 2019. His ordeal exposes the fatal flaws of the death penalty on so many levels,” he said.

Earlier today, national news agency Bernama reported that the Singapore High Court had granted a stay of execution to the Malaysian who is to be executed on Wednesday for a drug trafficking conviction.

The decision was posted on Facebook by M. Ravi, the lawyer to the 33-year-old Nagaenthran.

The constitutional challenge against his execution was heard via Zoom today, two days before his November 10 execution date.

However, Singapore’s court registry is set to hear Nagaenthran’s appeal against his death sentence for a drug trafficking conviction tomorrow.

Also tomorrow, at the same time, the Court of Appeal will hear a new application by Nagaenthran’s Singaporean lawyers for a psychiatric assessment of their client.

If both applications are dismissed, Nagaenthran’s execution will be carried out on Wednesday as originally planned.

Nagaenthran was arrested in 2009 for bringing 42.7g (1.5 ounces) of heroin into Singapore.

'Panic attack' for PAS candidate after arriving

MELAKA: PAS’ Bukit Katil candidate had a moment of panic when he discovered that he came to the nomination centre without a black pen.

Al-Hafiz Yahya realised this when he was about to enter Dewan Tun Ali, the nomination centre for the constituency. Only black ink is accepted for filling up and signing nomination forms.

Accompanied by Mohammad Shahril Abd Aziz and Ghaffar Baba Ahmad as his proposer and seconder respectively, the candidate looked momentarily stunned as they were about to enter the hall.

It was learnt that none of the three had a black pen with them.

A member of the media then came to their rescue, loaning Al-Hafiz his pen.

Prior to that, Ghaffar’s MySejahtera application showed his status as an “asymptomatic casual contact”, causing further concerns among the group until an Election Commission officer confirmed that they were allowed to enter the hall for the nomination process.

Al-Hafiz, along with his nominee and supporter, arrived at the nomination centre at 8.49am.

The Taliban has banned the use of foreign currencies in Afghanistan, a move that could further disrupt an economy on the brink of collapse.

"The economic situation and national interests in the country require that all Afghans use Afghan currency in their every trade," the Taliban said.

The economy is struggling due to the withdrawal of international financial support after the Taliban took control.

The US dollar has been used widely in Afghanistan's markets.

Dollars are also often used for trade in areas bordering Afghanistan's neighbours such as Pakistan.

"The Islamic Emirate instructs all citizens, shopkeepers, traders, businessmen and the general public to… conduct all transactions in Afghanis and strictly refrain from using foreign currency," Taliban spokesman Zabihullah Mujahid said in a statement posted online.

"Anyone violating this order will face legal action," the statement said.

After the Taliban seized control of the country in August, billions of dollars of Afghanistan's overseas assets were frozen by the US Federal Reserve and central banks in Europe.

"We believe that it's essential that we maintain our sanctions against the Taliban but at the same time find ways for legitimate humanitarian assistance to get to the Afghan people. That's exactly what we're doing," Deputy United States Treasury Secretary Wally Adeyemo told the US Senate Banking Committee last month.

The Taliban has called for the release of Afghanistan's assets that are being held overseas as the nation faces a severe cash crunch.

Afghanistan has also been hit by the exodus of foreign aid. Grants from overseas previously financed three quarters of its public spending.

Earlier this year, the International Monetary Fund (IMF) said Afghanistan will no longer be able to access its resources, while the World Bank also halted funding for projects in the country.

Last month, the IMF warned that the country's economy could shrink by 30% this year, pushing millions into poverty and causing a humanitarian crisis.

The fund also said that Afghanistan's economic woes could fuel a refugee crisis impacting neighbouring countries, Turkey and Europe.

The country is also suffering from a severe drought, which has ruined much of its wheat crop and sent prices soaring.

The United Nations World Food Programme has warned that millions of Afghans could face starvation due to a combination of the drought, conflict and Covid-19.

However, although Western powers have said that they want to avoid a humanitarian disaster in Afghanistan, they have refused to officially recognise the Taliban government.

KABUL, Oct 20 (Reuters) - The Taliban praised suicide bombers who died during the war against the former government and its Western allies and offered their families sums of cash and promises of land, the movement's interior ministry said in a statement.

Sirajuddin Haqqani, the acting interior ministry who has a $10 million U.S. bounty on his head as a "specially designated global terrorist", met the families at a ceremony at the Intercontinental Hotel in Kabul, which was itself targeted by suicide bombers in 2018.

Official photographs of the meeting on Tuesday obscured his face.

"In his speech, the minister praised the Jihad and sacrifices of the martyrs and Mujahidin and called them heroes of Islam and the country," the ministry said in a statement on Twitter.

Families of the suicide bombers were given clothing, 10,000 afghani ($111) and promised plots of land, spokesman Qari Sayeed Khosti said.

Haqqani took over from his father Jalaluddin Haqqani as head of the Haqqani network, a militant group affiliated with the Taliban that was blamed by Western intelligence services for some of the bloodiest suicide attacks of the war.

He is wanted for questioning by the FBI in connection with an attack on another hotel in Kabul in 2008 in which six people including an American citizen were killed.

Following the Taliban's victory over the Western-backed government which collapsed in August, Islamic State militants have carried out a series of suicide bombings against mosques and other targets, killing hundreds of civilians.

KUALA LUMPUR (Bernama): A former relationship manager at a bank has been charged at the Sessions Court here with criminal breach of trust involving RM411,442.17 belonging to a senior citizen.

Mohd Saibulrijal Mohd Saad, 43, allegedly purchased seven gold bars without the customer's knowledge three weeks ago.

THe accused pleaded not guilty after the charges were read to him before Sessions Judge Datin Sabariah Othman on Monday (Sept 27).

Mohd Saibulrijal, who was employed by the bank at the time, was charged with withdrawing RM411,442.17 from a fixed deposit account belonging to customer Choo Lai Hock, 63, and transferring it into a current account, also belonging to the latter.

He then made the purchase of seven gold bars worth RM376,110.72 for his own benefit, without the customer's knowledge and consent.

The offence was allegedly committed at a bank in a shopping mall in Bangsar here between 8.52am and 4.50pm on Sept 6.

Mohd Saibulrijal was charged under Section 408 of the Penal Code which carries a maximum jail term of 14 years and whipping, with a possible fine, upon conviction.

The court allowed bail at RM30,000 in one surety and set Oct 27 for mention of the case.

Ronny Chieng made it a point to remind his Malaysian fans that his birth country still holds a special place in his heart.

The Malaysian-born actor and comedian who now resides in Manhattan, New York, wished all Malaysians a Happy Malaysia Day in a Marvel Studios' promo clip.

On Sept 16, Marvel Studios Malaysia posted a short YouTube video of the Shang-Chi And The Legend Of The Ten Rings actor showcasing his fluent Bahasa Malaysia.

“Johor Bahru kampung saya. Saya anak Malaysia,” said Chieng.

The 35-year-old also emphasised why he’s still Malaysian.

“I still have a Malaysia passport, OK!” he exclaimed. “What more proof do you need?”

Chieng further shared that the Malaysian slang terms “lah” and “meh” are very much part of his vocabulary till today, and that he could "still order like a pro at the kopitiam".

The Crazy Rich Asians star wished all his fellow Malaysians well in our national language before ending his message with “Malaysia boleh.”

The minute long clip is part of Marvel Studio’s promo for the film Shang-Chi which features a majority cast of Asian actors. Chieng plays a character named Jon Jon whom the hero meets in an underground battle arena during his search for his sister.

Police officer on patrol earns praise for helping

IPOH: A police inspector from the Kerian district police has won hearts and earned praises from Malaysians over his act of giving out some money to a scrap collector.

The act was recorded in a 33-second video clip that was posted by the Royal Malaysia Police on its Facebook page.

Social media users were touched and lauded investigating officer Insp G. Saravanan for his sincerity in helping the collector, with many wishing him well.

Facebook user Yogen Madhavan said it was exemplary of Insp Saravanan and everyone, regardless of race and creed, should learn from him.

"There's no loss in sharing with the needy. My salute to you Tuan Saravanan.

"Hope more will also donate to the needy. This attitude needs to be in all Malaysians," he said.

In the captions within the video, it explained that Insp Saravanan had asked Sjn Asrul Shafawi Jamaluddin, who was driving during their patrol, to stop the car.

The recording then showed Insp Saravanan alighting from the car and approaching the scrap collector, who was on a tricycle.

Sjn Asrul thought the scrap collector had committed some sort of offence, before seeing Insp Saravanan hand some money to the man.

Another user Muhammad Shahzrul Naim congratulated both Insp Saravanan and Sjn Asrul Shafawi and hoped they would both continue to do good.

"May this goodness and sincerity continue, let goodness take over until there is no room to do evil," he said.

The post, which was uploaded on Saturday (Sept 11), garnered over 317,000 views and has been shared about 1,100 times.

17 given compound notices totalling RM51,000

MELAKA: Seventeen individuals including two women were slapped with compound notices amounting to RM51,000 for organising a drug and alcohol party at a condominium overlooking Sungai Melaka here.

Melaka CID chief Asst Comm Mohd Sukri Kaman said his team raided the site after receiving a tip-off at 11pm on Friday (Sept 10).

He said those detained were aged between 17 and 35.

"They had rented two units of the condominium at the price of RM450 to organise the party," he said on Saturday (Sept 11).

He said one of the individuals also tested positive for drugs during a screening process.

ACP Mohd Sukri said the individuals were issued with RM3,000 compound notices each under the Disease Prevention Measure and Control Act 2021.

"Investigation is also being carried out under Section 15(1)(a) of the Dangerous Drugs Act 1952," he added.

Brother of Afghan opposition figure executed

The Taliban have executed the brother of Amrullah Saleh, the former Afghan vice president who became one of the leaders of anti-Taliban opposition forces in the Panjshir valley, his nephew said on Friday.

The news that Saleh's brother Rohullah Azizi was killed came days after Taliban forces took control of the provincial centre of Panjshir, the last province holding out against them.

"They executed my uncle," Ebadullah Saleh told Reuters in a text message. "They killed him yesterday and would not let us bury him. They kept saying his body should rot."

The Urdu language account of the Taliban information service Alemarah said that "according to reports" Rohullah Saleh was killed during fighting in Panjshir.

Saleh, a former head of the National Directorate of Security, the intelligence service of the Western-backed government that collapsed last month, is at large though his exact location remains unclear.

The National Resistance Front of Afghanistan, which groups opposition forces loyal to local leader Ahmad Massoud, has pledged to continue opposing the Taliban even after the fall of Panjshir's provincial capital Bazarak.

The Taliban have fired shots to disperse the crowd at a large protest in the Afghan capital, Kabul.

Video footage from the scene shows people running to safety, while heavy gunfire can be heard in the background.

Thousands of protesters took to the streets on Tuesday to demand women's rights and denounce Taliban rule.

Protesters also chanted anti-Pakistan slogans, as many believe neighbouring Pakistan supports the Taliban, which the country denies.

A video sent to the BBC shows Taliban fighters firing their guns into the air - a move the group banned last week after several people were reported killed after celebratory aerial fire.

Some journalists, including the BBC's team, were prevented from filming at the rally, and Afghanistan's Tolo News agency reported that its cameraman was arrested along with some other local and foreign media workers.

Women have been protesting for the past week, but on Tuesday men also joined their calls for equality and safety. Many observers had commented that there were few men at the previous women-led rallies.

The demonstrations come one day after the leader of the anti-Taliban fighters, Ahmad Massoud, called for a "national uprising" by civilians against the militants.

Anger directed at Taliban and Pakistan

The mood amongst the protesters was one of real anger, directed predominantly at Pakistan but also against the Taliban.

Large numbers of young women were among the crowd. One, chanting "death to Pakistan", alleged the country's air force had bombed Panjshir, the province where resistance forces have been holding out against the Taliban.

Taliban accused of killing pregnant police ofiicer

Taliban militants in Afghanistan have shot dead a policewoman in a provincial city, witnesses have told the BBC.

The woman, named in local media as Banu Negar, was killed at the family home in front of relatives in Firozkoh, the capital of central Ghor province.

The killing comes amid increasing reports of escalating repression of women in Afghanistan.

The Taliban told the BBC they had no involvement in Negar's death and are investigating the incident.

Spokesman Zabiullah Mujaheed said: "We are aware of the incident and I am confirming that the Taliban have not killed her, our investigation is ongoing."

He added that the Taliban had already announced an amnesty for people who worked for the previous administration, and put Negar's murder down to "personal enmity or something else".

Details of the incident are still sketchy as many in Firozkoh fear retribution if they speak out. But three sources have told the BBC that the Taliban beat and shot Negar dead in front of her husband and children on Saturday.

Relatives supplied graphic images showing blood spattered on a wall in the corner of a room and a body, the face heavily disfigured.

The family say Negar, who worked at the local prison, was eight months pregnant.

Three gunmen arrived at the house on Saturday and searched it before tying members of the family up, relatives say.

The intruders were heard speaking Arabic, a witness said.

Since taking power on 15 August, the Taliban have sought to portray themselves as more tolerant than their global reputation suggests, but incidents of brutality and repression are still being reported in parts of Afghanistan.

Human rights groups have been documenting revenge killings, detentions and persecution of religious minorities. The Taliban have said officially that they will not seek retribution against those who worked for the former government.

KUALA LUMPUR: A lawyer for Ahmad Zahid Hamidi told the High Court today the former deputy prime minister ought to be immune from prosecution, on grounds that he truthfully disclosed all the transactions related to his family-run Yayasan Akalbudi.

Lead counsel Hisyam Teh raised this point of law during the hearing at the close of prosecution’s case today, saying that the Malaysian Anti-Corruption Commission (MACC) recorded Zahid’s statement between July 2 and 3, 2018, in which Zahid gave details on the setting up of the foundation, its source of funds and personal particulars of himself and family members.

“We submit that he is immune from prosecution for charges of criminal breach of trust (CBT), corruption and money laundering charges in respect of all information he had disclosed to MACC three years ago,” Hisyam told judge Collin Lawrence Sequerah.

Zahid is standing trial on 47 charges of money laundering and CBT involving funds from Yayasan Akalbudi, and accepting bribes for various projects during his tenure as the home minister.

Zahid’s trial began on Nov 18, 2019 and was heard for 52 days over a period of two years.

Hisyam also told the court that Section 30(7) of MACC Act was applicable in Zahid’s case when the authorities took his statement in July 2018.

The provision, which was repealed on Oct 1, 2018, had stated that anyone who discloses information or produces any document to the authorities will not be incriminated.

“The prosecution cannot say that they have proven the charges against him,” counsel added.

He pointed out that if the information provided by Zahid was deemed “false” by MACC, the authorities should charge Zahid with making a false statement to mislead them.

“One of the investigating officers (Fairul Rafiq Hamirudin) affirmed that my client was not charged under Section 27 for providing false information,” he said.

Hisyam also told the court that then attorney-general Tommy Thomas acted “unfairly” in pressing the 47 charges against Zahid.

“This is a case of over-prosecution and the law does not allow that,” he said, adding that several witnesses had “compromised” the prosecution’s case by telling the court that there were no elements of corruption.

The defence will continue its submission tomorrow.

Afghan opposition ready for talks with Talibum

(Reuters) - The leader of the Afghan opposition group resisting Taliban forces in the Panjshir valley north of Kabul said on Sunday he welcomed proposals from religious scholars for a negotiated settlement to end the fighting.

Ahmad Massoud, head of the National Resistance Front of Afghanistan (NRFA), made the announcement on the group's Facebook page. Earlier, Taliban forces said they had fought their way into the provincial capital of Panjshir after securing the surrounding districts.

"The NRF in principle agree to solve the current problems and put an immediate end to the fighting and continue negotiations," Massoud said in the Facebook post.

"To reach a lasting peace, the NRF is ready to stop fighting on condition that Taliban also stop their attacks and military movements on Panjshir and Andarab," he said, referring to a district in the neighbouring province of Baghlan.

Earlier, Afghan media outlets reported that an Ulema council of religious scholars had called on the Taliban to accept a negotiated settlement to end the fighting in Panjshir.

KAMPAR: Seorang juruwang wanita mendakwa dipukau pasangan warga asing hingga mengakibatkan kerugian RM1,380 dalam kejadian di sebuah kedai runcit di Jalan Iskandar di sini kelmarin.

Kejadian kira-kira pukul 4.48 petang itu berlaku ketika mangsa berusia 20 tahun berseorangan di kaunter pembayaran manakala seorang pekerja lain berada di stor.

Ketua Polis Daerah Kampar, Superintenden Hasron Nazri Hashim berkata, kejadian berlaku ketika lelaki dan wanita dipercayai warga asing itu mahu membuat pembayaran dua bungkus rempah di mana mereka turut meminta menukar wang RM100.

Katanya, ketika kejadian, mangsa mendakwa dalam keadaan tidak sedar dan hanya menyedarinya selepas beberapa pelanggan lain membuat pembayaran.

“Mangsa telah membuat kiraan semula wang di dalam peti dan mendapati wang berkurangan daripada sebelumnya.

“Dia yang mengesyaki telah dipukau dan mengalami kerugian berjumlah RM1,380 segera memaklumkan kejadian itu kepada pengurus kedai,” katanya di sini hari ini.

Menurut beliau, berdasarkan rakaman kamera litar tertutup (CCTV), suspek lelaki didapati telah mengambil sendiri semua wang RM50 di dalam peti wang dan mengira di hadapan pengadu.

Katanya, semasa mengira, suspek telah melipat wang di bahagian tangan kirinya dan memasukkan ke dalam poket seluar sebelum meletakkan kembali wang itu di dalam peti.

“Berdasarkan rakaman tersebut, suspek melakukan perkara sama sekali lagi. Sebelum beredar, dia juga dilihat mengambil wang RM100 dari peti dan memasukkan ke dalam poket seluarnya,” katanya.

Tambah beliau, siasatan lanjut sedang dijalankan bagi mengesan kedua-dua suspek yang memakai topeng mulut dan hidung.

“Siasatan kes ini dijalankan mengikut Seksyen 380 Kanun Keseksaan kerana mencuri,” katanya.

Terdahulu, video rakaman CCTV berdurasi satu minit 46 saat itu tular di Instagram yang memaparkan tindakan seorang lelaki mengambil wang dan mengiranya di kaunter pembayaran sebelum beredar.

Malaysia jangan pinggir kerajaan Taliban!

SETAKAT ini, Malaysia belum lagi mengiktiraf kerajaan baharu Afghanistan yang dipimpin oleh Taliban.

Pada Rabu, Menteri Luar, Datuk Saifuddin Abdullah berkata, Malaysia mengambil pendekatan berhati-hati dan memantau perkembangan di negara itu terutama di Kabul.

Menurut Saifuddin, pertimbangan wajar harus diambil kerana ia melibatkan pelbagai faktor dalam hubungan diplomatik.

Apa pun alasannya, mahu tidak mahu, Malaysia harus bersiap sedia untuk mengiktiraf kerajaan Taliban. Malah, Putrajaya perlu mengambil langkah proaktif untuk berinteraksi dengan Kabul.

Selain itu, kerajaan Malaysia seharusnya mengadakan hubungan langsung dengan Afghanistan dan berusaha membantu memulihkan serta membangunkan negara tersebut yang porak-peranda disebabkan oleh perang diketuai Amerika Syarikat (AS) selama dua dekad.

Sikap prejudis terhadap Taliban yang dicetuskan oleh naratif kuasa Barat tidak seharusnya membantutkan negara-negara Islam termasuk Malaysia untuk menghulurkan bantuan.

Sekarang adalah masa yang tepat berinteraksi dengan Taliban dan bergerak ke hadapan demi menjamin keselamatan serantau.

Kerajaan Malaysia juga perlu segera mengambil inisiatif menyeru dan memanggil negara-negara anggota Pertubuhan Kerjasama Islam (OIC) untuk mengadakan sidang atau mesyuarat khas.

Memetik kenyataan Presiden Turki, Recep Tayyip Erdogan, rundingan dua hala dengan Taliban perlu diadakan bagi memahami dan mengetahui harapan dan jangkaan mereka.

Sebelum ini, Qatar juga menyatakan kebimbangan bahawa tindakan meminggirkan Taliban hanya akan menyebabkan ketidakstabilan berterusan di Afghanistan.

Setakat ini, belum ada lagi negara yang mengiktiraf Taliban sebagai kerajaan sah negara itu meskipun dua kuasa besar dunia iaitu China dan Rusia dilapor masih mengekalkan kedutaan mereka di ibu kota Kabul.
