Need help in Understanding the SUMMON

This happened two nights ago in Klang.

My Friend from India borrowed my bike. He was caught during a police block. My bike have proper road tax and Insurance and my friend has Valid Indian License.

When the police asked for the road tax he did not have one. The Small Pink paper was not with him at the moment.
They said that Indian License is not valid to drive in Malaysia.
Since he does not have a valid license, whatever insurance that I have for the bike is not valid.

They gave him two Summon
1- No road tax - Compoundable
2- NO License and No Insurance - No compoundable

Since my friend called me the moment he was caught I went to the place and they said that it is all valid.

NOW MY Question is

1. Why is the Indian license not valid?

According to the link it says foreigners can drive with foreign license in English

2. The police officer checked in his machine and said that I have valid insurance and Valid Road TAX. Then why did he summon for both.

I have never experienced something like this. I have no idea how to handle this. Is there any advice on how to proceed with this?

HI , I came across this article that says 80% discount for summons .

I know it has been there for last three months (I read that in the article today ).

Is there a way to make the discounted payment online .

Or

DO we have to walking to a particular JPJ Or any JPJ .

* DO I have to be there physically to make the payment or anyone can make payment on behalf of me

Please provide suggestion.
