Notice of Demand by Syabas for Water Theft

As mentioned in title, my mom bought this auctioned property back in 2013 until recently received a notice of demand from SYABAS for water theft carried out in this property in 2010 claiming damages for a sum of 2120.54 RM. They knew the owner of this property at the time the crime was carried out upon inspection by them at 17 March 2010 and have been sending notices to this owner as well as another tenant/owner before naming my mom as the water theft.

The case is my mom was not the owner of this property at the time of crime and receiving a notice of demand with my mother's name mean she is accused of water theft that was perpetrated by someone else previously. Is this legal?

Yes i'm aware of "as is where is basis" of auctioned property but this liability does not mean to take up one's crime in the property and being punished for it right? The "property" can't steal water on its own, it is the person who is staying there who did it and i wonder how the Water Service Industry Act 655 would come into effect due to this issue.

Is it right for them to pursue such issue to a person totally unrelated to the incident?

Hi.

I'm looking for a contractor, reliable with reasonable pricing and payment schemes for refurbishing a 20 + years old apartment around 850++ sq/f (5 storeys walk up apartment). Works that need to be carried out are;

Plaster ceiling
Floor tiles with or without skirting ( cement base at the moment )
Window glass 3 x (6x4), 1 x (2x2), 1 x (2x4)
2 bathroom (hacking old tiles, installing new tiles, WC, Wash basin, old wash basin and WC has been removed)
Electrical works (Downlights, New DB, New power points, looping, light points, aircon points, water heater point,)
Plumbing works ( 2 new tap point for each bathroom,new WC point each bathroom, 1 tap point for kitchen sink, 1 tap point for washing machine, washing machine water disposal drain to bathroom [about 2 to 5 foot range])
Kitchen ( concrete table top with tiles, hacking old tiles, installing new tiles & kitchen cabinets )
Painting whole unit including grills
Fixing sliding glass door at balcony
2 new bathroom door (bifold with acrylic panels)
