PM: Govt still faces RM3bil loss from failed pipeline projects despite RM5bil deal with China

KUALA LUMPUR: The government still faces RM3bil in losses from the failed Trans-Sabah Gas Pipeline (TSGP) and Multi-Product Pipeline (MPP) projects despite securing a RM5bil loan restructuring agreement with China, says Datuk Seri Anwar Ibrahim.

The Prime Minister said the agreement, signed on Oct 30, would reduce the country's potential losses from RM8bil to RM3bil by redirecting RM5bil in financing towards the Northern Perak-Penang Water Supply Scheme (NPWSS).

"Without this agreement, the government would have faced losses of up to RM8bil, taking into account its obligation to repay loans for the TSGP and MPP projects, which were never completed and yielded no benefits.

"The loan restructuring agreement reduces the country's losses to RM3bil as we recover RM5bil in value through financing for the new NPWSS development project," he told the Dewan Rakyat on Tuesday (Nov 3).

Anwar was responding to Datuk Jonathan Yasin (GRS-Ranau), who asked about measures to recover RM8.3bil paid to contractors despite both projects recording only 13% progress.

The Prime Minister said the RM3bil loss arose partly from compensation paid to contractors for preliminary works and costs incurred.

He said both projects, approved in 2016 under the previous administration, were awarded through direct negotiations to China Petroleum Pipeline Bureau for RM9.4bil.

“The MPP involved a 600km petroleum pipeline worth RM5.35bil, while the TSGP comprised a 680km gas pipeline in Sabah valued at RM4.06bil.

“Both projects were financed through loans from the Export-Import Bank of China (China EximBank), covering 85% of their value and guaranteed by the Federal Government,” he said.

Anwar said the fundamental problem was that payments were made according to a predetermined schedule rather than actual construction progress.

By 2018, he said approximately RM8.3bil, or 88% of the contract value, had been paid despite reported progress of only 13%.

Even that progress figure had not been audited or verified, he added.

"This was an extremely serious failure of governance. Almost the entire contract value had been paid before construction progress was verified.

“Public funds were lost, and the projects were never implemented," he said, adding that both contracts were subsequently terminated in 2018.

Anwar said attempts to resolve the matter under three previous administrations had been unsuccessful.

Under the latest agreement, he said the redirected RM5bil will finance water infrastructure benefiting northern Perak and Penang, including treatment plants and irrigation facilities.

He added that construction would be undertaken by local contractors, with stricter governance and monitoring to prevent similar failures.

"The Madani government bears the responsibility of resolving inherited problems and safeguarding the country's interests," he said.

I think buying any old graphic card just for this pc and any game that it can play will be a waste of money, so I'm just trying my luck here - if any of you have an old (but still working la of course) graphic card that's collecting dust and thinking of giving it away for free? Two women suffer head injuries after being thrown

MELAKA: Two female holidaymakers suffered head injuries after being thrown from an inflatable tube while descending a water slide at a popular theme park in Ayer Keroh here.

Melaka Tengah OCPD Asst Comm Halim Abas said the first woman, 46, suffered a small blood clot in her head while the second woman, 31, sustained a concussion.

He said the incident occurred at about 2.30pm on Saturday (Aug 22) while the women were visiting the theme park with their families.

“Initial investigations found that the victims were riding a double inflatable tube when it appeared to strike something while descending the slide.

“The older victim, who was seated at the front, claimed that her head struck the wall of the slide and that she could not remember what happened afterwards,” he said on Tuesday (Aug 25).

ACP Halim said she also suffered an injury beneath her chin, pain in her head and chest, and a wound on her right knee.

He said she was taken to Melaka Hospital, where an X-ray examination found no injuries.

"However, a computed tomography (CT) scan detected a small blood clot on the right side of her head,” he said.

ACP Halim said the younger victim lost consciousness while descending the slide and could not recall the incident.

He said she only regained consciousness at the open section of the slide.

“She sought treatment at a private hospital and was diagnosed with a concussion, but no other injuries were detected,” he said.

ACP Halim said investigations showed that the women emerged from the slide without their inflatable tube and missed the designated splash pool before they were found unconscious.

He said the incident was noticed by the older victim’s daughter, 22, who was at the theme park with her family.

The daughter lodged a report at the Ayer Keroh police station at 11.05am on Sunday (Aug 23), he added.

ACP Halim added that police found no criminal element in the incident.

High school teacher who reported school misconduct found dead in Incheon

SEOUL: A high school teacher in his 50s who had reportedly exposed corruption and misconduct at his school was found dead after falling from an apartment building in Icheon, Gyeonggi Province, police said Wednesday (May 20).

According to police and local reports, the teacher, surnamed Ahn, was found dead near the entrance of an apartment complex in Janghowon-eup at around 2pm on Wednesday. He lived on the 13th floor of the building.

Police said no suicide note was found at the scene. Based on CCTV footage and other evidence, investigators believe there are no signs of foul play.

The Korean Teachers and Education Workers Union said Ahn had filed a public interest report in December 2023 alleging embezzlement, accounting irregularities and drunk driving involving officials at the school where he worked.

Following the report, Ahn allegedly faced difficulties at work and was sued for defamation by his colleague, according to the union.

“A court later found the whistleblower’s claims to be true, with the accused receiving prison sentences,” a union official said.

“Despite that, Ahn continued to face difficulties in carrying out his duties and had been on leave when this tragedy occurred.”

The growing pain in Malaysia’s big toes

Gout is on the rise, with the disease becoming more common among younger Malaysians today.

A drop of water touched his foot - and pain shot through his body.

“It felt like a sharp needle had just stabbed my flesh,” recalled Iwan (not his real name), describing one of his gout attacks.

Diagnosed at just 25, the graphic designer has been living with the disease, caused by excess uric acid in the body – leading to pain in joints, especially the feet.

Now at 44, Iwan keeps his condition under control with medication.

But his story reflects a worrying trend: more Malaysians are developing gout, with the disease affecting younger patients today.

No longer the “disease of kings”

Once believed to only affect the wealthy due to their access to seafood and red meat, gout is now a common illness - which has become even more prevalent.

Cases have gone up by 21.55% between 1990 and 2020, said the Health Ministry, citing a study on Asian disease burden.

From 109 gout cases for every 100,000 people in 1990, the rate in Malaysia has gone up to about 133 in 2020.

“Gout is also presenting at a younger age among patients, based on anecdotal evidence,” the ministry told The Star, adding that Malaysia has yet to have national prevalence studies on it.

A local study in Malaysia had once shown that the average age of gout patients was around 53.

But doctors say more patients in their 20s and 30s are seeing them with their first gout attack.

This was uncommon before.

“This reflects on how we live and what we eat – particularly more sugary drinks and processed food,” said Malaysian Medical Association president Datuk Dr Thirunavukarasu Rajoo.

He said treating young patients was a result of years of limited awareness, and a system that often intervenes too late.

Federation of Private Medical Practitioners' Associations Malaysia president Dr Shanmuganathan TV Ganeson said gout is emerging as a silent epidemic.

“It is no longer confined to older or affluent populations.

“The situation is likely driven by dietary patterns, sedentary lifestyles, and metabolic diseases such as diabetes,” he said.

Consultant rheumatologist Dr Pradeep Dass said traditionally, gout tends to affect men aged between 40 and 60 but it was no longer unusual to see patients in their 20s.

“This is especially those with strong family histories, obesity or underlying metabolic risk factors,” he said.
