Though the number government employees furnishing their property details increased in the fiscal 2015/16 compared to the last fiscal, many of them still seem reluctant to fulfill the legal requirements for transparency.

Of the total 4,34,716 civil servants, army and police personnel, teachers, professors and local body staffers, 4,15,503 submitted their property details in 2015/16 against 3,38,247 out of 3,61,107 in the last fiscal.

According to a figure published by National Vigilance Centre, those failing to disclose their property details decreased to 19,213 (4.41 per cent) in 2015/16 from 22,860 (6.33 per cent) in the last fiscal.

Those who did not disclose their property details in 2015/16 include 4,416 civil servants, 10,215 teachers and professors, 2,613 Nepali Army personnel, 492 police personnel and 1,477 others (from corporations, boards and commissions).

As per the Prevention of Corruption Act-2002, any person who joins public office is, within 60 days from the date of joining such office and thereafter within 60 days from the date of completion of each fiscal year, required to submit an updated statement of property in his/her or his/her family members’ name along with sources or evidence thereof.

The concerned body or authority may extend the deadline for submission of such details for a maximum of 30 days.

If the person assuming public office does not submit the statement of property within the time-limit extended, he/she will be liable to a fine of Rs 5,000 and the concerned body or official may launch investigation into the property in his/her and his/her family members’ names.

The NVC said it has written to the Commission for the Investigation of Abuse of Authority to initiate legal action against employees failing to submit their property details.

Security guard jailed raping his sister

A SECURITY guard who raped his own sister and fathered a child with her was sentenced to 45 years’ jail and 30 strokes of the rotan by the Kota Baru Sessions Court on Tuesday.

The 23-year-old pleaded guilty to raping his sister when she was 15 years old in February and April 2015, and in March 2016, when she was 16.

Each of the three rape incidents happened at midnight in a house in Gong Datok, Pasir Puteh, Kelantan.

During the proceeding, the accused pleaded for a lighter sentence but Deputy Public Prosecutor Fahrul Razi Zainal Abidin pressed for the maximum penalty to teach the security guard a lesson.

“The accused took advantage of his sister and even fathered a child with her.

“This act is not only a disgrace to society but it is damned by God,” he told the court.

None of his family members were present in court.

Sessions Court Judge Ahmad Bazli Bahruddin sentenced the accused to 15 years’ jail and 10 strokes of the rotan for each of the charges that will run consecutively.

He will be jailed a total of 45 years and given 30 strokes of the cane.

Umno information chief Annuar Musa claims that Bersih chairperson Maria Chin Abdullah has links to US intelligence bureau Central Intelligence Agency (CIA).

Maria, along with her late husband Yunus Lebai Ali, are linked to the CIA through her work in several NGOs back in the 1980s, such as National Institute for Electoral Integrity (NIEI), he said.

Annuar explained that NIEI was sponsored by the Asia Foundation, under The National Citizens' Movement for Free Elections (Namfrel) and Asian Network for Free and Fair Elections (Anfrel).

Ku Nan must sack Jamal from Umno

As far as staging a political drama goes, Umno Secretary-General Tengku Adnan Tengku Mansor has shown us he has no class as a theatrical producer in his statement that Umno is studying footage of Saturday’s Bersih 5 and Red Shirts rallies to identify party members who took part and then subject them to disciplinary action.

In the days leading to the rallies, didn’t other ministers from Umno tell us clearly that those joining the Red Shirts would be doing so as individuals instead of party members? Some even openly told party members to join in.

It is interesting that Tengku Adnan, in issuing what was meant to be an ominous statement, did not specifically target the leader of the Red Shirts, Sungai Besar Umno chief Jamal Yunos.

Does he think that there is nothing wrong for an Umno division head to be the leader of the Red Shirts movement, which has demonstrated that it would use violence to stop people from taking part in the Bersih 5 rally?

It boggles the mind to figure out why an Umno leader is free to head a violent group but ordinary members of the party are not free to take part in one of its activities.

If he has any self respect, Tengku Adnan must explain why Jamal should not be expelled from Umno for being the leader of a group that organises a rally that ordinary Umno members are forbidden to attend.

Why is it that it becomes illegal for Umno members to demonstrate only after the two rallies have been held? Who else could Jamal have counted on to make up his band of rabble rousers? Would Tengku Adnan have made such a statement if the Red Shirts had outnumbered the Yellow Shirts?

Some Umno leaders, such as Khairy Jamaluddin, have tried to distance themselves from Jamal. If so, why is there no move to expel Jamal from the party?

To demonstrate his sincerity, Tengku Adnan should sack Jamal and leave the ordinary party members alone as they were merely followers.

In talking about the need to improve and maintain the world order, Obama said everyone had to do their part as there were limits to the reach of the US into other countries which oppressed their people or “siphon all development funds into Swiss bank accounts because they are corrupt”.

Obama, however, did not mention 1MDB or Malaysia.

In his latest blog posting, Mahathir said Prime Minister Najib Razak, who was also there, “must have heard it.

Taking questions after his speech, Obama had spoken about the existing framework of the world order and how it had worked for the vast majority of people, including America and other nations.

This included the notion of democracy and rule of law, a free press, an independent judiciary, open markets, a social welfare state to moderate some of the sharp edges of capitalism, lifting up issues of human rights, and investing in public health and development, not just within the US but elsewhere in the world, he had said.

According to the text of the speech and question and answer session uploaded onto the White House website, Obama went on to say that it was the responsibility of everyone to improve this world order and maintain it.

“And America can’t do it all for everybody else. There are limits to our reach into other countries if they’re determined to oppress their people, or not provide girls with education, or siphon all development funds into Swiss bank accounts because they are corrupt. We’re not going to be able to handle every problem,” Obama added.

Mahathir said Najib had managed to have a picture of himself shaking hands with “his golf partner”, Obama at the conference.

“The Malaysian controlled media showed this picture proudly.”

In a note to the blog, Mahathir said Obama was right when he said there were limits to the US’s reach into other countries, but added that “the money laundering of 1MDB money was done in the United States of America”.

A disgrace to all Malaysians

Allowing Pasir Salak MP Tajuddin Abdul Rahman to enter the Dewan Rakyat is allowing Parliament to be disgraced. To allow him to remain as a deputy minister is to disgrace Putrajaya. To allow him to keep that songkok on his head is to disgrace Islam.

When he said yesterday that Seputeh MP Teresa Kok was the only woman with a “kok”, it was not the first time that Tajuddin had shown a crudeness one normally associates with juvenile delinquents and ill mannered boors rather than a person of his position. In 2008, Tajuddin used the words “bastard” and “bloody bastard” against Ipoh Barat MP M Kulasegaran. In 2015, he was reported to have threatened to slap any Chinese who would complain about Malaysia when abroad.

It was truly a day for mourning when a venue for debates on national issues was so effortlessly turned into a freak show, thanks to Tajuddin. But one must also blame Deputy Speaker Ronald Kiandee, who not only refused to take action against Tajuddin but even tried to defend him by saying the Pasir Salak MP was only referring to Teresa’s surname.

It is remarkable how a man could get away with uttering such a sexist, despicable, disgusting word in the halls of what many consider to be the ultimate symbol of democracy.

Fortunately, all is not lost, thanks to Shah Alam MP Khalid Samad, who has shown that chivalry is not dead in Malaysia. He could have easily remained quiet, but he chose instead to risk being thrown out of the Dewan by repeteadly calling Tajuddin a “menteri sial”, which can be translated as “accursed minister”.

Khalid was also heard demanding that Tajuddin show the decorous behaviour required by Islam, particularly because he was wearing a songkok, which by Malaysian convention identifies a Muslim.

It would have been interesting to hear Tajuddin’s response to that particular remark, but instead, as if to emphasise that he had the mentality of child badly brought up, he went on to mimic Batu Kawan MP Kasthuriraani Patto when she voiced her own protests against the misogynist remark.

These are the actions you’d expect from a school bully, not from a 68-year-old member of parliament.

One wonders what use Umno has for people like Tajuddin and whether Umno leaders care at all about their party’s image. Surely the fact that Tajuddin praises Prime Minister Najib Razak every chance he gets is not enough of a reason to keep him around.

Every time Tajuddin opens his mouth is another blow to Umno and another reason for voters to question whether they should support the party.

Just a few days ago, Deputy Prime Minister Ahmad Zahid Hamidi exhorted Malaysians to reject the negative stereotypes of races in order to move forward. Now that Tajuddin has insulted a Chinese family name, perhaps Zahid should decide to get his own party in order before telling other Malaysians what to do.

Remarkably, Tajuddin was offended to hear Khalid call him a “menteri sial”. He implied that Khalid’s parents did not raise him well. Perhaps he should have instead considered how devastated his own parents would have been if they had known that their son would grow up to be a person with no respect for women, for Islam and indeed for all Malaysians who look to Parliament as an institution that represents them.

UN body tells Putrajaya to let Bersih be

PETALING JAYA: A United Nations (UN) body has urged the Malaysian government to abide by international human rights obligations and to allow the Bersih 5 rally to proceed.
The office of the UN High Commissioner for Human Rights, based in Geneva, Switzerland released a statement yesterday, calling for Putrajaya to open investigations into the harrassment and intimidation by certain groups red Shirt against Bersih 5 organisers and partipants.
“We are concerned by reports that organisers of an anti-government protest in Malaysia have been subjected to threats and harassment, and we call on all sides to stay calm and exercise restraint ahead of this weekend’s planned rally in Kuala Lumpur,” UN High Commissioner for Human Rights Ravina Shamdasani said.

The call to open investigations is understood to be referring to the acts of harrassment and intimidation by the Red Shirts movement, led by Jamal Yunos, since the Bersih 5 roadshow started nationwide early last month.
The UN body also listed the threats made to the lives of Bersih 2.0 chairperson Maria Chin Abdullah and her family, as well as other past and present Bersih activists; the vandalising and burning of cars belonging to Bersih activists; and other confrontations, as acts that need urgent police probe.
Bersih 5, organised by Bersih 2.0, is scheduled to take place this Saturday, with participants congregating at different parts of the city before walking to Dataran Merdeka.
The Red Shirts have also organised a counter rally on the same day and said they will gather at Dataran Merdeka as well.

KATHMANDU: A Malaysian tourist has been found dead in Kyanjin Gumba of Langtang-1 in Rasuwa district in central Nepal on Wednesday, police said.

Yew Siewpoh (58), with the passport number A 38078056, was found dead at the local Panorama Guesthouse at the Kyanjin Gumba where she had stayed over.

Hi,

As per topic.

My uncle's brother in law. No children. No wife. Age 60 Years Old Chinese.

One feet being cut due to diabetes recently.

He live is a small wooden house. ( Selangor, no electricity. water from good neighbour)

My question is

Any advice where he can get social assistance

His condition is he need to take taxi weekly to go to govt hospital.

At this moment some relatives contribute $$ for his up keep. For this Taxi, food, medicine.

Please share any social welfare dept that he can get assitance or any charity place that he can go?
