He wasn’t sick, and none of them was a doctor.&lt;br /&gt;&lt;br /&gt;“My temperature is normal,” argued Fang, who taped the encounter. “Come back with an inspection warrant.”&lt;br /&gt;&lt;br /&gt;They broke into his home, confiscated his electronic devices and took him away — not to a hospital, but to a police station. Such was the perilous turn for a clothes seller who enlisted as a “citizen journalist” to report on his nation’s secrecy and mishandling of the coronavirus epidemic that has killed at least 360 and infected more than 17,300.&lt;br /&gt;&lt;br /&gt;Fang was interrogated about videos he’d posted online, including one in which he spotted eight corpses within five minutes, at public hospitals in Wuhan, the center of an outbreak that has now surpassed China’s death toll during the SARS crisis in 2002-03.&lt;br /&gt;&lt;br /&gt;“There wasn’t a single doctor” who interviewed me, Fang said in a phone interview Sunday. “They were all police.”&lt;br /&gt;&lt;br /&gt;He said authorities accused him of receiving money from foreign organizations to make online videos, and ordered him to stop posting “rumors” that would “spread panic” online. Fang’s videos were potent: In one he counted several body bags outside a hospital, then went into a room where a man was gasping and sobbing as doctors spoke over a patient who had apparently just died:&lt;br /&gt;&lt;br /&gt;“It’s over. It’s over,” a voice says.&lt;br /&gt;&lt;br /&gt;“Who is he to you?” Fang asked the man.&lt;br /&gt;&lt;br /&gt;“My father,” the man cried.&lt;br /&gt;&lt;br /&gt;As the new strain of coronavirus that originated in China spreads across the world, authorities are cracking down on Chinese activists’ attempts to investigate the severity of the outbreak. At least 254 Chinese citizens have been detained, fined or otherwise punished by authorities for “spreading rumors” about the coronavirus crisis so far, according to Chinese Human Rights Defenders, a nonprofit coalition that tracks human rights in China.&lt;br /&gt;&lt;br /&gt;China’s inability to contain the virus in the early days of the outbreak has embarrassed it abroad and ignited a backlash at home as President Xi Jinping tries to calm panic at a time he is consolidating his power. (Wu Hong/EPA-EFE/REX)&lt;br /&gt;&lt;br /&gt;Harsh criticism has been directed at the local police decision to punish eight whistleblowers, including at least one doctor, who tried to alert the public about a contagious new virus on Jan. 1. They were detained briefly for “spreading rumors” and made to sign a promise that they would stop “making untrue comments” that “severely disturbed the social order.”&lt;br /&gt;&lt;br /&gt;One of them, Dr. Li Wenliang, was later diagnosed with coronavirus after treating patients at the frontline.&lt;br /&gt;&lt;br /&gt;In an unusual admonishment of a government institution, China’s Supreme People’s Court reprimanded the Wuhan police last week in a WeChat post, saying the whistleblowers should not have been criticized. Li and the others have since been heralded as heroes online and by a high-ranking scientist.&lt;br /&gt;&lt;br /&gt;“The coronavirus outbreak requires a swift and comprehensive response that respects human rights,” said Yaqiu Wang, China researcher for Human Rights Watch, in a report on China’s coronavirus response.&lt;br /&gt;&lt;br /&gt;“Authorities should recognize that censorship only fuels public distrust, and instead encourage civil society engagement and media reporting on this public health crisis,” Wang said.&lt;br /&gt;&lt;br /&gt;But such openness runs contrary to the Communist Party’s instincts for secrecy and top-down rule. In recent days, censorship and propaganda have again intensified. Doctors and nurses in Wuhan and other localities have reportedly been ordered to stop speaking to the press. Many of the social media posts from sick individuals or their family members have disappeared.&lt;br /&gt;&lt;br /&gt;Foreign journalists have been forced to delete video filmed near hospitals and escorted away from affected areas. State news channels meanwhile broadcast stories celebrating China’s fast construction of new hospitals, factories producing face masks to fill the shortage, and medical personnel holding hands with patients in hospital beds, singing patriotic songs to soothe them.&lt;br /&gt;&lt;br /&gt;One of the most popular articles in more independent-leaning local media, a report by business publication Caijing about the “uncounted people” who had died without being tested or reported as potential coronavirus victims, was wiped off the Chinese internet on Monday.&lt;br /&gt;&lt;br /&gt;Fang, who runs a traditional Chinese clothing shop in Wuhan, said he’d decided to try “citizen journalism” because of a dearth of reliable information, especially for Wuhan residents stuck in their homes and afraid to go outside.&lt;br /&gt;&lt;br /&gt;“I wanted to go and see what’s actually happening. It’s what any normal citizen should do,” he said.&lt;br /&gt;&lt;br /&gt;He put on a mask and a hanfu, the traditional outfit he usually sells, and ventured into ground zero.&lt;br /&gt;&lt;br /&gt;Fang spent the morning visiting public hospitals in Wuhan and posting videos online. In a video filmed at one of Wuhan’s hospitals, one of the designated locations for treating coronavirus patients, he counted eight corpses within five minutes, including bodies in bright yellow and orange bags.&lt;br /&gt;&lt;br /&gt;[twt]https://twitter.com/jenniferatntd/status/1223639844829769734?s=20[/twt]&lt;br /&gt;&lt;br /&gt;“How can there be so many?” he said.&lt;br /&gt;&lt;br /&gt;That night, the men in medical suits came to his door.&lt;br /&gt;&lt;br /&gt;Fear spread across the community of Chinese civil society activists in Wuhan, many of whom have been organizing volunteer efforts to share medical supplies and donations from other “online friends” across the country who don’t trust the official channels.&lt;br /&gt;&lt;br /&gt;A group of them went to Fang’s residential compound. Unsure of which building he was in, they shouted his name to the sky in the dark. There was no response.&lt;br /&gt;&lt;br /&gt;Panicked, they began sharing videos of Fang’s confrontation online — and as their posts went viral, the police questioners’ tone changed, Fang said.&lt;br /&gt;&lt;br /&gt;Around 12:30 a.m., the police let Fang go with just a warning, though they kept his computer. He found a bike, made his way home, and posted another video online, thanking the other activists and calling for more citizens to speak up.&lt;br /&gt;&lt;br /&gt;“There’s no use if you’re afraid and you’re begging. for genuine Malaysian tourists to enter Australia thanks to previous cases of people rorting the system.&lt;br /&gt;&lt;br /&gt;A source at the Malaysian consulate in Sydney told news.com.au that more Malaysians were being turned away at the airport, despite having tourist visas approved before departure.&lt;br /&gt;&lt;br /&gt;“They call us expecting us to help them get in but there is nothing that we can do once the decision to deport them has been made by the authorities,” the source said.&lt;br /&gt;&lt;br /&gt;A spokesperson for the Department of Home Affairs confirmed Malaysia held the top spot for the most of visa rorters, followed by China, USA, UK and India.&lt;br /&gt;&lt;br /&gt;The reasons for the cancellation of visas varied but it is largely due to Malaysians taking jobs as fruit pickers without proper work permits.&lt;br /&gt;&lt;br /&gt;A letter penned last year by the former Australian high commissioner to Malaysia, Rod Smith, warned Malaysians to be more vigilant against the numerous scams promising work opportunities in Australia.&lt;br /&gt;&lt;br /&gt;The Malaysian consulate source said Malaysians also found it harder to enter Australia because a large number sought protection visas over economic hardship.&lt;br /&gt;&lt;br /&gt;“We recently advertised for two roles at the consulate and there were many Malaysians with protection visas turning up for the interview,” the source said.&lt;br /&gt;&lt;br /&gt;“When one receives the Australian protection visa, they can gain all the facilities, which includes unlimited working rights right away too.”&lt;br /&gt;&lt;br /&gt;More than 64,000 people overstayed their visas in Australia last year, The Daily Telegraph reported, with Malaysians topping the list.&lt;br /&gt;&lt;br /&gt;People in Malaysia have also obtained fake identities from criminals to gain entry Down Under, the ABC reported.&lt;br /&gt;&lt;br /&gt;A Department of Home Affairs spokesperson vehemently denied Malaysians were being treated differently at the border due to recent visa rorts.&lt;br /&gt;&lt;br /&gt;“Australia welcomes around 400,000 Malaysians to Australia every year for study, business and tourism purposes, but we also have robust processes in place to ensure people do not exploit our visa system,” the spokesperson said.&lt;br /&gt;&lt;br /&gt;“Before travelling to Australia, people need to make sure they hold the correct type of visa.”&lt;br /&gt;&lt;br /&gt;The department said Malaysians were eligible to apply for an Electronic Travel Authority (ETA) to travel to Australia for short-term tourism or certain business activities.&lt;br /&gt;&lt;br /&gt;An ETA is a 12-month Australian tourist visa that allows people to visit as many times as they like with a maximum stay of three months.&lt;br /&gt;&lt;br /&gt;It is easily obtained online and costs about &amp;#036;20 per application.&lt;br /&gt;&lt;br /&gt;“In some cases, online ETA applications cannot be processed electronically because more information is required to ensure applicants are genuine short-term tourists or business visitors,” the spokesperson said.&lt;br /&gt;&lt;br /&gt;“For example, an ETA does not provide work rights in Australia, so one of the key criteria for this type of visa is that the applicant intends a genuine temporary stay in Australia, either for tourism or business visitor purposes, and does not intend to work in breach of their visa conditions.&lt;br /&gt;&lt;br /&gt;“Recently, a number of visa scams have emerged in Malaysia.&lt;br /&gt;&lt;br /&gt;“These scams may take the form of agents offering visas and flights to Australia for people to work illegally.&lt;br /&gt;&lt;br /&gt;“The Australian Government is concerned that many Malaysians are being taken in by these scams and appeals to Malaysians to understand what their visa allows them to do.&lt;br /&gt;&lt;br /&gt;“Visitor visas, including ETAs, do not provide work rights in Australia.&lt;br /&gt;&lt;br /&gt;“People found to be working illegally in Australia face having to pay for the cost of their removal and being banned from returning to Australia for three years, so travellers should carefully check their visa conditions before visiting Australia.”&lt;br /&gt;&lt;br /&gt;Meanwhile, a Malaysian living in New Zealand, Anu R, has expressed her shock after her mother’s tourist visa application to Australia was rejected earlier this year.&lt;br /&gt;&lt;br /&gt;“She was supposed to fly out from New Zealand to Melbourne in June to meet friends and that outing was supposed to last for five days,” she said.&lt;br /&gt;&lt;br /&gt;“I bought her flight tickets for &amp;#036;NZ750 (&amp;#036;A690) before sorting out her visa because we never thought that it would be an issue as it has never been in the past.”&lt;br /&gt;&lt;br /&gt;However her mother’s tourist visa was denied — and her flight went completely to waste.&lt;br /&gt;&lt;br /&gt;“We found it very strange that her application got rejected when her American visa had been approved without any problems at all,” she said.&lt;br /&gt;&lt;br /&gt;Another Malaysian living in Sydney, Anuar S, said he faced a lot of challenges bringing his family over for a visit.&lt;br /&gt;&lt;br /&gt;He said he never faced this problem in the past but had noticed over the past two years more stringent checks to ensure those entering the country were genuine tourists.&lt;br /&gt;&lt;br /&gt;His brother’s tourist visa was rejected at the first attempt and he had to reapply for a more expensive visitor visa.&lt;br /&gt;&lt;br /&gt;“The ETA would only cost a couple of dollars but because his visa was rejected I had to get him in through visitor visa (subclass 600) which cost me &amp;#036;142,” he said.&lt;br /&gt;&lt;br /&gt;“With that visa, I had to provide my bank statements, my marriage certificate, a statutory declaration and even my tenancy agreement,” he said.&lt;br /&gt;&lt;br /&gt;Anuar said his brother was employed as a full-time lecturer in one of the public universities in Malaysia and had every intention of returning, but still faced a roadblock when applying for the visitor visa.&lt;br /&gt;&lt;br /&gt;“They came for a visit and it was all good but this year I face another hurdle when bringing my in-laws to visit us during the Eid (religious holiday) celebrations in June,” he said.&lt;br /&gt;&lt;br /&gt;“There were four of them, and everyone had their ETAs approved except for my brother-in-law, who is self-employed.&lt;br /&gt;&lt;br /&gt;“But what shocked me was when the others had their visas retracted because his was denied and they were asked to provide documents proving their employment in order to get them back in again,” he said.&lt;br /&gt;&lt;br /&gt;“However my brother-in-law’s application remained denied and I had no choice but to reapply his visa via the visitor visa (subclass 600).”&lt;br /&gt;&lt;br /&gt;He said his brother-in-law finally managed to get himself to Australia for a week while the rest of the family were allowed in for two weeks.&lt;br /&gt;&lt;br /&gt;“His flight tickets were partially burnt because he couldn’t use part of the ticket as his visa approval came in later but nonetheless he came and experienced Australia for a week,” he said.&lt;br /&gt;&lt;br /&gt;&lt;a /&gt;[CENTER][YOUTUBE]9GgKP7MPhks[/YOUTUBE][/CENTER]&lt;br /&gt;&lt;br /&gt;Criminal syndicates are using counterfeiting networks in Malaysia to smuggle people into Australia, exploiting a relaxed visa agreement between the countries.&lt;br /&gt;&lt;br /&gt;About 10,500 people from Malaysia are in Australia unlawfully — significantly more than any other country.&lt;br /&gt;&lt;br /&gt;Malaysian passport holders enjoy an easier passage to Australia than people from almost anywhere else — a process that Department of Home Affairs officials have described as &amp;quot;the lightest touch.&amp;quot;&lt;br /&gt;&lt;br /&gt;But an ABC investigation has uncovered that people smugglers have helped nationals of other countries assume fake Malaysian identities so they can enter Australia the same way.&lt;br /&gt;&lt;br /&gt;A Vietnamese man who spent five months in Malaysia awaiting documents to travel to Australia has spoken to the ABC about his ordeal.&lt;br /&gt;&lt;br /&gt;Until last month, he was trapped with 37 other people from Vietnam in a hotel in Kuala Lumpur — all of whom had been promised safe passage to Australia and a job once they arrived.&lt;br /&gt;&lt;br /&gt;Citizens of most other ASEAN countries can travel to Malaysia without a visa. Once there, a passport can be fraudulently obtained in Malaysia for as little as &amp;#036;1300, according to Malaysian national security expert Andrin Raj.&lt;br /&gt;&lt;br /&gt;Those ASEAN countries include Vietnam, Indonesia and the Philippines, whose citizens come under far more scrutiny when applying to travel to Australia than those from Malaysia.&lt;br /&gt;&lt;br /&gt;This combination of an easy passage into Malaysia and an easy way to obtain false identification makes Malaysia the perfect staging ground for people smugglers, according to former Australian Border Force Commissioner Roman Quaedvlieg.&lt;br /&gt;&lt;br /&gt;&amp;quot;It&amp;#39;s a system that&amp;#39;s corrupt inherently,&amp;quot; Mr Quaedvlieg told the ABC.&lt;br /&gt;&lt;br /&gt;Malaysian authorities have purged some corrupt officials involved in counterfeiting networks, but remain troubled by the scale of the problem and the threat it poses to national security.&lt;br /&gt;&lt;br /&gt;Islamic State-linked extremists from the Philippines have been found living in the country with fake Malaysian identification, the New Straits Times reported in February.&lt;br /&gt;&lt;br /&gt;It is understood some Malaysians with extremist links have already travelled to Australia on the same tourist visas.&lt;br /&gt;&lt;br /&gt;In 2016, the ABF launched a crackdown on visa overstayers sparked by suspicious money transfers made by several Malaysian men working illegally on Victorian farms.&lt;br /&gt;&lt;br /&gt;The men were suspected of sending money to Middle East-based extremists, and were deported, a Border Force source told the ABC.&lt;br /&gt;&lt;br /&gt;Operation Bonasus was launched. Targeting overstayers, it uncovered widespread visa rorting, and almost 290 people were detained.&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;Stuck in a Malaysian hotel&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;People smugglers are still in business — two years after the launch of Bonasus — because of desperate men like Tran* (not his real name).&lt;br /&gt;&lt;br /&gt;He is aged in his 20s and from the north-central Vietnamese province of Nghe An.&lt;br /&gt;&lt;br /&gt;His wife is pregnant with their first child and Tran wanted to work in Australia so he could earn as much as possible to support his family.&lt;br /&gt;&lt;br /&gt;The smuggler told him he could work for 10 years in Australia if he used his services to travel to Malaysia first.&lt;br /&gt;&lt;br /&gt;Tran arrived in Kuala Lumpur in March and hoped to be working in Australia only two weeks later.&lt;br /&gt;&lt;br /&gt;But by August, he was still waiting in his &amp;#036;20 per night hotel.&lt;br /&gt;&lt;br /&gt;His Malaysian tourist visa expired after a month, so he did not want to stray far from the hotel in case he was detained.&lt;br /&gt;&lt;br /&gt;The smugglers — a Malaysian man and a Vietnamese man — were also staying in the hotel and had taken his Vietnamese passport, saying they needed it to organise his Malaysian documents.&lt;br /&gt;&lt;br /&gt;Tran was trapped. He said 37 other Vietnamese men and women who also planned to work in Australia were in the hotel with him.&lt;br /&gt;&lt;br /&gt;Tran said he paid the smugglers about &amp;#036;50,000 and said others paid similar amounts.&lt;br /&gt;&lt;br /&gt;Some had taken out loans to pay the smugglers and would have to sell their houses in Vietnam to repay the loans if they were unable to travel to Australia and work.&lt;br /&gt;&lt;br /&gt;Others had even brought the titles for their properties or vehicles to help pay for any additional costs, as they had spent all their cash just to get to Malaysia.&lt;br /&gt;&lt;br /&gt;The smugglers made the group sign contracts that committed them to working on a farm in Australia for the syndicate after they arrived.&lt;br /&gt;&lt;br /&gt;Tran said that it was well-known in his province there was little prospect of being able to travel to Australia legally from Vietnam, but the syndicate promised they had a way.&lt;br /&gt;&lt;br /&gt;&amp;quot;They said that if I applied through their company, I would not need to worry about anything&amp;quot;, he said.&lt;br /&gt;&lt;br /&gt;Footage covertly filmed by Tran in July shows the Malaysian and Vietnamese organisers promising the group they would travel to Melbourne within days.&lt;br /&gt;&lt;br /&gt;&amp;quot;You all have to work there, in the city of Melbourne,&amp;quot; the Malaysian smuggler said in the video.&lt;br /&gt;&lt;br /&gt;In the same video, the Vietnamese smuggler tries to assure the group that despite the delay, everything was going smoothly.&lt;br /&gt;&lt;br /&gt;&amp;quot;All steps have been completed,&amp;quot; he said. &amp;quot;It&amp;#39;s time to reap what you sow.&amp;quot;&lt;br /&gt;&lt;br /&gt;But in late August, Tran and two others convinced the smugglers to hand back their passports so they could return to Vietnam. He flew home days later, and has not heard from the others about whether they made it to Australia.&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;The Malaysia issue&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Malaysia&amp;#39;s rise as a source country for people who are illegally in Australia has accelerated in recent years.&lt;br /&gt;&lt;br /&gt;The ABF would not provide a historical breakdown of figures, but it is believed the number of Malaysian unlawful non-citizens has almost doubled since 2015. The ABF said the total number of overstayers has remained &amp;quot;relatively static&amp;quot; at about 63,000.&lt;br /&gt;&lt;br /&gt;Malaysia is one of only eight countries whose citizens can apply for an Electronic Travel Authority visa online. Those visas can be granted in a matter of hours.&lt;br /&gt;&lt;br /&gt;James Copeman, the ABF field and removal operations commander, told the Joint Standing Committee on Migration in June that more than 300 people were refused entry to Australia as part of Bonasus.&lt;br /&gt;&lt;br /&gt;He did not clarify why their entry was blocked, including whether any were found to have fraudulent passports.&lt;br /&gt;&lt;br /&gt;Christine Dacey, a first assistant secretary at the Department of Home Affairs, told the same committee hearing that the ETAs were &amp;quot;probably the lightest touch visa that we offer&amp;quot;.&lt;br /&gt;&lt;br /&gt;&amp;quot;Malaysia is one of the countries that has access to it. I think it would be fair to say that we have identified ... that there is an issue there,&amp;quot; she said.&lt;br /&gt;&lt;br /&gt;Neither official outlined steps taken by the department — other than Bonasus, which is no longer running — to stop the flow of people arriving from Malaysia to work illegally in Australia.&lt;br /&gt;&lt;br /&gt;A Department of Home Affairs insider, who could not be identified as he was speaking without authorisation, believes there has been a crackdown at airports&lt;br /&gt;&lt;br /&gt;He said Home Affairs officers — particularly in Melbourne — are increasingly turning away Malaysian passport holders.&lt;br /&gt;&lt;br /&gt;The insider said Malaysians were renowned for returning to Australia with a passport in a slightly different name only months after they had been deported for working illegally, using the same counterfeiting networks that had been exploited by people from other countries.&lt;br /&gt;&lt;br /&gt;Fingerprints taken when they were first deported confirmed they were the same person.&lt;br /&gt;&lt;br /&gt;The insider said it was almost impossible to detect someone travelling with a fraudulently obtained passport, as Australian authorities were unable to determine the legitimacy of the documents used to grant it.&lt;br /&gt;&lt;br /&gt;This underlined the department&amp;#39;s push to increasingly use controversial biometric technology, he said, including facial recognition software, which gave them another tool to uncover fraud.&lt;br /&gt;&lt;br /&gt;The department said it was working closely with the Malaysian government to prevent people using fraudulently obtained passports to enter Australia. Part of the measures put in place include employing Airline Liaison Officers in Malaysia to monitor flights to Australia.&lt;br /&gt;&lt;br /&gt;&amp;quot;ALOs are highly skilled in document examination, impostor detection and passenger assessment,&amp;quot; the ABF said.&lt;br /&gt;&lt;br /&gt;The officers prevented the travel of 37 Malaysian nationals, the ABF said, but it could not clarify whether any of those individuals had fraudulently obtained passports.&lt;br /&gt;&lt;br /&gt;The Malaysia embassy in Australia and officials in Malaysia declined to comment on what was being done to counteract passport fraud or people smuggling.&lt;br /&gt;&lt;br /&gt;&lt;span style='font-size:14pt;line-height:100%'&gt;Migration agents: part of the problem and the solution.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Jason Wood, the chair of the Joint Standing Committee on Migration, believes organised criminals are involved in the movement of people from Malaysia to Australia and there is only so much Australian authorities can do to halt the flow.&lt;br /&gt;&lt;br /&gt;His committee is currently investigating the role of migration agents, who often lodge applications for protection visas for Malaysians arriving in Australia on an ETA visa.&lt;br /&gt;&lt;br /&gt;Mr Wood believes the applications represent an orchestrated scam that gives those who apply work rights in Australia until their claims are finalised, a process that can take eight years.
